TOWN COUNCIL REGULAR MEETING Thursday, May 02, 2024 at 7:00 PM Council Chambers - Bristol Municipal Complex and live streamed Town of Bristol YouTube channel MINUTES CALL MEETING TO ORDER Thursday, May 2, 2024 Council President Jeff Beachy called the meeting to order at 7:00pm. PLEDGE OF ALLEGIANCE was led by Gregg Tuholski. ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others present: Legal Counsel Alex Bowman, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Fire Chief Nik Kantz APPROVAL OF AGENDA Two corrections: 1) No meeting minutes to be approved this evening. 2) a public hearing will need to be opened in order to adopt Ordinance No. 5/2/2024-10 The agenda will stand as corrected. APPROVAL OF INVOICES  Motion to approve the invoices made by Doug DeSmith; seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries. APPROVAL OF MINUTES – no minutes to approve this evening. REPORTS TOWN MANAGER Mike Yoder Request to sign proclamation acknowledging Youth Apprenticeship week May 5-11, 2024.  Motion to accept the Proclamation made by Cathy Burke; seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries. Evaluate submitted RFPs for new Commerce Drive business sign. The Council completed scoresheets to make a choice on a sign design. Assistant Town Manager Jill Swartz accepted the scoresheets for tabulation and came back later in the meeting to turn those scores in to Mike Yoder for review of the results. Design 102 was the top choice, second choice was design 104 and the third choice was design 101. Brief discussion about the illumination. Cathy Burke made a motion to accept design #102 with Mike Yoder addressing the issues of illumination and not printed on vinyl and the added logo. Alex called a point of order/clarification of the directive to have Mike follow thru with this vendor, this design, with the suggested clarifications. Following further discussion, Cathy rescinded her motion. Mike Yoder will go back and talk to the vendor about design 102 and ask about illumination and full graphic of Town logo (a requote) and come back to the Council and they will reevaluate then. Miscellaneous updates - Aluminum plant no longer coming to Bristol. - The former Lavender Patch location is now on the market at $160K. The assessed value is $70K. The RDC will be meeting soon and can decide if an offer letter is to be prepared or not. - Dave & Dawn Weed SR 15 property is now up for sale. Mike has reached out to commercial brokers to let them know the space is available for a restaurant or retail business. CLERK-TREASURER Cathy Antonelli Approval of Ordinance No. 5/2/2024-10 Additional Appropriation $10,615.14 Annual distribution of opioid funds received in 2022 and 2023 to Oaklawn for the Mental Health Crisis Center, per Council approval May 4, 2023. Council President Jeff Beachy opened a public hearing to take comment at 7:29. Hearing no comments, he closed the public hearing at 7:30pm. FUND # Appropriation # Amount Reason 2256 2256-001-325 $3009.08 Opioid unrestricted distribution to Oaklawn for the Mental Health Crisis Center 2257 2257-001-325 $7606.06 Opioid restricted distribution to Oaklawn for the Mental Health Crisis Center Grand total: $10,615.14  Motion to approve Ordinance No. 5/2/2024-10 made by Cathy Burke, Seconded by Gregg Tuholski. TOWN ATTORNEY - no items this evening NEW BUSINESS - no items this evening PRIVILEGE OF THE FLOOR (AKA Public Comment) Denny Swartz - comment on Facebook - does Bristol have any regulations for a tiny house, because Elkhart does. Mike Yoder replied that the Town would not, but the County would. Tiny homes are generally 150-250sq ft, but if it's on wheels it's an RV or mobile home. 550-650sq ft on a foundation for affordable housing.
