TOWN COUNCIL SPECIAL MEETING - STREET LIGHTS Thursday, April 25, 2024 at 4:00 PM Council Chambers - Bristol Municipal Complex and live streamed Town of Bristol YouTube channel MINUTES MEETING CALLED TO ORDER Thursday, April 25, 2024 a Special Council meeting was called to order by Council President Jeff Beachy at 4:00pm. ROLL CALL Members in attendance: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others in attendance: Legal Counsel Alex Bowman, Deputy Clerk-Treasurer Jill Swartz, Town Manager Mike Yoder APPROVAL OF AGENDA – stands as published. REPORTS TOWN MANAGER Mike Yoder Intelli Streets is the firm that installed the smart lighting in Cassopolis. Their team includes Rhonda Lee, Ron Harwood, Alex Wilson, Anthony Reale via zoom. Anthony was the presenter this evening. Main topics of concern included sustainability, security, and community engagement. Council President Jeff Beachy noted that the Council visited Cassopolis to see the set up and light display that is being discussed this evening. Opportunity for public comment and discussion. - Images can be uploaded to the banners (digital pictures, animated) - Cameras have 360 degree view - Color changing lights – dynamic street lighting (DMX) (St. Patrick’s Day, Breast Cancer awareness examples) - Allows for pedestrian counting at festivals - Custom technology cell towers that allow for customized displays - Site plan map will be created (power, access to internet, sample lighting layout, GPS coordinates to plan for the downtown area) - Distance between poles > globe feature 80 ft and arm feature 120 ft - Perry had concerns with brackets and flowers - Council considering changing out the poles SR 120 /SR 15, with a similar concept to match in other areas of town. - Finished aluminum poles, 10 year warranty - Rhonda Collins asked about warranty on the cameras (5 year), LED screens are 2x4ft and also 5-year warranty. Concerns discussed around distracted drivers and LED banners. Will have to review the INDOT rules. - Considering 16ft high for banners, planters, cameras. More discussion to come on the planning.  - Tracy Lane asked about globe styles. Jeff thanked Ron and his team for their presentation. OTHER COMMENTS OR QUESTIONS - Rhonda asked about getting lighting in the Town parking lot. - Tracy asked about INDOT and Main Street status. Jeff stated that a committee will be created and business owners involved. Mike Yoder has a meeting coming up to help determine the next steps and he gave an overview of the project phases. - Charles Street parking lot discussion – signage  MOTION TO ADJOURN by Cathy Burke; seconded by Doug DeSmith.
