TOWN COUNCIL REGULAR MEETING Thursday, March 06, 2025 at 7:00 PM Council Chamber Bristol Municipal Complex MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the regular Town Council meeting to order at 7:07pm, immediately following the Redevelopment Commission meeting on Thursday, March 6, 2025. PLEDGE OF ALLEGIANCE was led by Gregg Tuholski ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, and Jeff Beachy Others in attendance: Chief Deputy Dustin Lundgren, Legal Counsel Alex Bowman, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, and Assistant Fire Chief James Hanes APPROVAL OF AGENDA – a surprise add by Mike Yoder and the agenda will move forward as modified. APPROVAL OF INVOICES  Motion to approve the invoices made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. APPROVAL OF MINUTES  Motion to approve the meeting minutes of February 20, 2025 and the Executive Session minutes from March 5, 2025 made by Doug DeSmith, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Jeff Beachy. Motion carries. REPORTS TOWN MANAGER Mike Yoder Mike Yoder introduced Jessica Koscher, 2025 Corn Dog Festival event coordinator Jess gave a preview of the festival - preview by Jess Koscher, event coordinator website: bristolcorndogfest.com, New festival ideas include: celebrity judges, corn inspired dish from each vendor, local artisans, vintage carnival games, corndog King, weiner dog costume contest. An ask was made to the Council to endorse and partner with the festival.  Motion to donate $10K to the corndog festival made by Jeff Beachy, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. (to be paid for from the CCI fund, this will be in the Corporate Sponsor Level category) CCMG 2023-2 Pay app no. 3 to Niblock $63,550.80 Indiana Avenue project   Motion to approve CCMG 2023-2 pay application no. 3 $63,550.80 made by Cathy Burke, Seconded by Gregg Tuholski. Jill Swartz reviewed the amendments to the Salary Ordinance No. 3-6-2025-5  Motion to waive the second reading and adopt on first reading (requires a unanimous vote) made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to adopt Amended Salary Ordinance No. 3.6.2025-5 on first reading made by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries Water project SRF disbursement requests  Motion to approve SRF Disbursement request #15 Phoenix Fabricators pay app #2 $81,938, with $4,313 for retainage made by Doug DeSmith, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to approve SRF Disbursement request #16 JPR engineering fees $23,857 made by Cathy Burke, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Commerce Drive/Mottville Road intersection. $100K TIF dollars towards the improvements by Niblock, arrangement to be formalized as reimbursement to the owner. CLERK-TREASURER Cathy Antonelli Additional Appropriation request of $1,367,756.51 - A public hearing was opened at 7:43p to take comments for or against the Additional Appropriation Ordinance No. 3.6.2025-4. Hearing none, the public hearing was closed at 7:43p  Motion to approve Additional Appropriation Ordinance No. 3.6.2025-4 on second reading in the amount of $1,367,756.51 made by Jeff Beachy, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. TOWN ATTORNEY Alex Bowman Introduction and first reading of Ordinance 3-20-2025-6 An Ordinance of the Town Council of the Town of Bristol, Indiana Amending Chapter 53 of the Town of Bristol, Indiana Code of Ordinance Regarding Stormwater Management and Regulations. Need to create a stormwater board that meets once a year. Important to adopt this month.  Motion to advance Ordinance 3.20.2025-6 to second reading made by Dean Rentfrow, Seconded by Doug DeSmith.Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. PRIVILEGE OF THE FLOOR (Public Comments to Council) Maxine Foster CR 104, Bristol - quarterly newsletter inquiry, confirmation that there is no crematory on site, nor will there be, at the new funeral home location and project update request on the corner where the fire was. TOWN COUNCIL DISCUSSION ITEMS Cathy Burke - construction project improvement list - no timetable as of yet NEXT MEETINGS: March 18 work session : Town development standards March 20 Council meeting Note: March 18 work session topic may change or possibly cancel the meeting MOTION TO ADJOURN Motion to adjourn made by Gregg Tuholski, Seconded by Dean Rentfrow.
