MINUTES
CALL MEETING TO ORDER - Town Council President Jeff Beachy called the regular council meeting to
order on Thursday, August 21, 2025 at 7:00pm
PLEDGE OF ALLEGIANCE - led by Gregg Tuholski
ROLL CALL
Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy

APPROVAL OF INVOICES
Motion to approve the invoices made by Doug DeSmith, Seconded by Cathy Burke. Voting Yea:

APPROVAL OF MINUTES
Motion to approve the council meeting and work session minutes from June 19, July 3, July
15, July 17, August 7 and August 19, 2025 made by Gregg Tuholski, Seconded by Cathy
Burke. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
PLANNING AND DEVELOPMENT ITEMS
REPORTS
TOWN MANAGER Mike Yoder
Wastewater Project: SRF pay #34 Crosby $1,052,059 and to retainage $55,372
Motion to approve SRF disbursement request #34 made by Gregg Tuholski, Seconded by Dean
Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
Water Project:
1) Motion to approve SRF Disbursement form #31 to JPR for engineering costs in the amount of
$46,224
2) Motion to approve SRF Disbursement form #32 to Phoenix Fabricators and Erectors, LLC for
project costs in the amount of $180,808, with retainage of $9,516
3) Motion to approve SRF disbursement form #33 to Niblock/contractor's payment app no. 7 for
project costs in the amount of $440,919, with retainage of $23,206
Motion to approve SRF disbursements #31, 32 and 33 made by Cathy Burke, Seconded by
Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
Project Updates
Project Updates
1. Ponderosa – applying for a CCMG grant this year for a project to realign the South end of Ponderosa
for proper turning radius for trucks, may be scheduled for 2027 project.
2. Street department storage building has been shored up and a new garage door to be added.
Christmas Wreaths will be stored here after this season.
3. Water Tower tank support floor pour begins 8:00 am Friday morning. Possibly done with the water
main this week-Niblock on this phase of the project
WWTP Project 75% complete. Dec 30 estimated completion and start on demo of bldgs to be done by
Oct, 2026. Water tower dome to be poured for the tank to sit on at 8a tomorrow.
CLERK-TREASURER Cathy Antonelli
The proposed changes include amending the Tenure Incentive Payout wording from two years to one
year and adding Police Department specialty pay for certifications.
Motion to waive the second reading and adopt on first made by Cathy Burke, Seconded by
Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
Motion to adopt on first reading Amended Salary Ordinance No.8.21.2025-17 made by Cathy
Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke,
Gregg Tuholski, Jeff Beachy. Motion carries.
TOWN MARSHAL Steve Priem
Marshal Priem reviewed the monthly operations report for July, 2025 and noted that Josh Dibley
graduates from the academy tomorrow.
FIRE CHIEF Nik Kantz
Chief Kantz reviewed the monthly operations report for July, 2025.
Their new staff additions are acclimating well. Fire Department fleet set up for yearly maintenance
service in Michigan. Looking forward to the Corndog festival! Congratulations to our third time
winning the United Way cardboard boat race fire department team!!!! AND winners of the overall
championship!
PARK BOARD Linda Powell
Cummins - visitors came to the park board meeting to request to have a basketball tournament,
request denied due to parking restrictions. Also the basketball court is soon to be redone.
Mike Yoder shared information with the park board of who owns the park and who manages it, as well
as a General Statement of Policy to be considered. New parking area being added, quotes being
obtained. approx $49K, which will give Cummins Park 39 total parking spaces.
Splash pad to be closed after Labor Day when the weather cools down.
2026 budget reviewed. The Park Board asked to increase the event dollars appropriation from $1K
to $3K. They use these funds toward the car show, tree lighting, and Halloween candy.
Congdon - Bristol library car show was last Saturday. Corn dog festival September 6, volunteers are
needed for set up/tear down/workers, Bristol Alumni Association dinner is August 23 at 3:00, Museum
is having a cemetery walk August 28 at 6:00
Mike Yoder mentioned that the museum parking lot is owned by the town and the parking lot will be
repaved (with help from the county.)
TOWN ATTORNEY Alex Bowman
Alex spoke to the House Enrolled Act 1679, committee requirements for elected positions while in
office. Changes effective July 1, 2025.
