TOWN COUNCIL WORK SESSION Tuesday, August 19, 2025 at 7:00 PM Bristol Town Hall Council Chamber MINUTES CALL MEETING TO ORDER - Council President Jeff Beachy called the Council work session to order on Tuesday, August 19, 2025 at 7:00p PLEDGE OF ALLEGIANCE - led by Dean Rentfrow ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others in attendance: Town Marshal Steve Priem, Legal Counsel Alex Bowman, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Fire Chief Nik Kantz APPROVAL OF AGENDA - stands as published REPORTS TOWN MANAGER Mike Yoder Raber Golf Course Presentation by Albatross Group. Town Attorney Alex Bowman explained that while the golf course is an asset of the Town, there are restrictions on what can be done and how, including a possible transfer of title to the Bristol Redevelopment Commission. The Town was approached by an organization that was interested in the golf course. Hugh and Eric Johnson/The Albatross Group gave a presentation at tonight’s council meeting. The Council will consider a transfer of title from Town to RDC (and a ten-year abatement 100% for 5 yrs and 50% for 5 yrs.  Motion to authorize Town Manager Mike Yoder to proceed in getting appraisals to move forward with the next steps made by Jeff Beachy, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Greg Tuholski, Jeff Beachy. Motion carries. Note: Title restriction remains and transfers with the property. CLERK-TREASURER – Cathy Antonelli 2026 Budget review – Mike Yoder took the lead and reviewed and discussed with Council. Longevity pay consideration presented by Jill Swartz - ask Council to consider changing the service requirement from two years to one year. Council agreed that the salary ordinance could be amended for Thursday night’s Council meeting. Specialty pay for certifications - Marshal Priem explained that he had simplified the process for the Tenure Incentive pay, which includes a piece for certifications and has it in this years budget. Council agreed to move forward with this as well. TOWN ATTORNEY Alex Bowman I & M easement discussion. Alex shared a little back history on the forgotten parcel and the discrepancies in the legal description of various parcels in question going back to 1836. Next steps were discussed for the title work and Mike and Alex will meet and bring back specifics for Council approval. MOTION TO ADJOURN  Motion to adjourn made by Cathy Burke, Seconded by Greg Tuholski.
