MINUTES
CALL MEETING TO ORDER – Council President Jeff Beachy called the regular Council meeting to order on
Thursday, February 5, 2026 at 7:01pm

ROLL CALL

APPROVAL OF INVOICES
Motion to approve the invoices made by Cathy Burke, Seconded by Doug DeSmith.
Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
APPROVAL OF MINUTES -
Motion to approve the minutes from the January 13, 2026 Executive Session and the January 15,
2026 regular Council meeting made by Cathy Burke, Seconded by Gregg Tuholski.
Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries.
PLANNING AND DEVELOPMENT ITEMS
Legal Counsel Alex Bowman introduced the Timbren Confirmatory Resolution 2.5.2026.3 – this is A Resolution of
the Town Council for the Town of Bristol, Indiana Confirming the Designation of an Economic Revitalization Area
and Qualifying Certain Proposed Real Estate Improvements for Tax Abatement (5 yr abatement on real property
requested)
A public hearing was opened at 7:05 pm. to take comment for or against the request. Hearing none, the public
hearing was closed at 7:05 pm.
Motion to approve the Confirmatory Resolution 2.5.2026-3 made by Gregg Tuholski, Seconded by
Doug DeSmith. Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries.
REPORTS
TOWN MANAGER Mike Yoder
Jeremy and Amy from Commonwealth Engineering were present to review the contract service agreement
amendment and task order review.
Motion to approve Task Order 2026-01 made by Doug DeSmith, Seconded by Gregg Tuholski.
Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Amy spoke to some of the project updates and the ability to see the new SBR in Google Earth.
Humane Society Interlocal agreement for services. Total amount $ 4,840 .
Motion to approve the interlocal agreement for Humane Society services made by Cathy Burke,
Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy.
Motion carries.
Mike Yoder made an ask of the Council on behalf of Bristol On The River for a contribution. He shared the idea
of a food trailer/corn dog cooking trailer that could be shared between events/organizations. Optimistic of being
funded for this project from a couple of businesses/organizations. (CFEC, Cross Trailers, Career Center). An
application to be submitted next week (CFEC (45+%) and Cross Trailers) in the name of the Town of Bristol.
Health department license will cover in-town events. Not knowing the final figures from the other companies
just yet, Council agrees to cover an up to amount of $20K towards the purchase of the 24-foot trailer to be
owned by the Town. The final contribution dollars will be calculated before the Town contribution comes into
play. Funding from the give back fund.
Motion to authorize up to $20K for the purchase of the trailer to be owned by the Town made by Jeff
Beachy, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
Motion to authorize Mike Yoder to apply for the CFEC grant in the Town’s name for the corn dog
trailer made by Gregg Tuholski, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke,
Gregg Tuholski, Jeff Beachy. Motion carries.
CLERK-TREASURER Cathy Antonelli
Town Manager reviewed his request for additional appropriations, along with his project list. $1.8M
MVH (unrestricted) $ 30,000 CCMG Elkhart Street
Local Roads & Streets $ 20,000 CCMG Elkhart Street
TIF 130 South $672,000 Water main in Elkhart Street / street department building
TIF 148 East $ 90,000 Water main / Ponderosa realignment
TIF 171 GGT $450,000 street department building
TIF Seahawk $500,000 street department building
RD Give Back Fund $ 40,000 Festival and event expense
Total request: $1,802,000
Motion to publish and advance to second reading Ordinance No. 3-5-2026-4 made by Gregg Tuholski,
Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion
carries.
TOWN ATTORNEY Alex Bowman
Bristol Foam offer letter reviewed by Attorney Bowman, entire parcel 1203 S Division St $500K.
Motion made by Jeff Beachy, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke,
Gregg Tuholski, Jeff Beachy. Motion carries.

Cathy Burke – Thanks to the street department for plowing the alley and when noticing they knocked over a
trash can, they got out and picked up the trash that had come out of the bin.
