TOWN COUNCIL SPECIAL MEETING Friday, May 24, 2024 at 1:45 PM Council Chamber Bristol Municipal Complex MINUTES Friday, May 24, 2024 Council President Jeff Beachy called the special meeting to order at 1:45 pm. ROLL CALL: Council members present: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy Absent: Dean Rentfrow Other members: Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Assistant Town Manager/Deputy Clerk-Treasurer Jill Swartz, Legal Counsel Alex Bowman arrived at 1:49pm. APPROVAL OF AGENDA: Council will go by the online copy as it is the most recently updated version. CLERK-TREASURER Cathy Antonelli Salary Ordinance Amendment 5/24/2024-13 includes five base pay rate changes, one title change, and one position opening. Jeff Beachy reviewed the changes by hour and total salary for each position listed.  Motion to amend the salary ordinance as presented, and to leave the listed salary for the Marshal while making it an open position made by Gregg Tuholski; seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to Suspend the Rules and Adopt on first reading Salary Ordinance No. 5/24/2024-13 as amended made by Cathy Burke; seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to adopt the Salary Ordinance as amended made by Cathy Burke;seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Final easement purchase for water project. $47,055.00  Motion to approve the purchase agreement in the amount of $47,055 for water main easement made by Doug DeSmith; seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. TOWN ATTORNEY Alex Bowman  Motion to accept resignation of Marshal Mike Albin, effective at end of business today, while awaiting a signed separation agreement for the severance package made by Jeff Beachy; seconded by Cathy Burke. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. TOWN COUNCIL DISCUSSION ITEMS Doug DeSmith – no comment this evening. Dean Rentfrow – not present Cathy Burke – no comment this evening. Gregg Tuholski – no comment this evening. Jeff Beachy - Asked Council members and officers in the department to come back to him with what they would like to see in a new Town Marshal. Looking to expedite this by July 1, if possible. The Town Council is committed to working towards this goal. Jeff has asked neighboring agencies to help us with this process. The position will be open to outside applicants. Discussion on job descriptions and how best to post the position. Alex noted that the Council can entertain multiple candidates and the Council may have an Executive session to discuss applicants.
