TOWN COUNCIL REGULAR MEETING Thursday, June 06, 2024 at 7:00 PM Council Chambers - Bristol Municipal Complex and live streamed Town of Bristol YouTube channel MINUTES CALL MEETING TO ORDER Thursday, June 6, 2024, Town Council President Jeff Beachy called the Regular Council meeting to order at 7:04pm. PLEDGE OF ALLEGIANCE was led by Lieutenant Dustin Lundgren of the Bristol Police Department. ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others in attendance: Lieutenant Dustin Lundgren, Legal Counsel Alex Bowman, Deputy Clerk-Treasurer Jill Swartz, Town Manager Mike Yoder, Fire Chief Nik Kantz APPROVAL OF AGENDA Town Attorney - addition of one item, Ordinance No. 6/6/2024-14 wide load routes, as shown on website posting. The agenda will stand as noted. Jeff addressed the public to let them know the process for the meeting and when public comments will be allowed and that at that time they should come to the podium to share their name, address and comments. APPROVAL OF INVOICES  Motion to approve the invoices made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Cathy Burke, Doug DeSmith, Greg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries. APPROVAL OF MINUTES  Motion to approve previous months’ minutes (May 16 & May 24, 2024) made by Gregg Tuholski, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries. REPORTS TOWN MANAGER Mike Yoder Council was in agreement to move forward with a NIPSCO easement along Ponderosa. This is part of the new infrastructure for a new sub-station and to prevent any structures from being built there. No poles will be installed and there will be no need to move community garden. Great Lakes Laminating CF-1 PP taxes Estimated investment on SB-1 $4,500.000 equipment /Actual investment $ 9,127,717 of equipment Estimated payroll SB-1 $1,560,000 / Actual $3,975,088 4-year abatement, signed 2019 Recommend approval as substantially compliant Jeff reviewed the tax abatement with the attendees and how they affect the Town and that businesses do pay taxes. Motion to approve the CF-1 for Great Lakes made by Doug DeSmith, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy, Dean Rentfrow. Motion carries. Satellite CF-1 - abatement expired note that satellite industry abatement had expired. Town Manager report farmland s and w of town (Brown farm area) may have an announcement of 2 maybe 3 active projects coming soon. spoke to lack of electric power in Town. meet with AEP and NIPSCO Chris Stager and Yoder. more to come Abby Thomas farm. no meeting on July 4. may need special meeting to cover some project topics and agreement. CLERK-TREASURER Pyrotechnico Fireworks agreement 2024 - $1K credit has been applied to the $16K contract. The Town and the Homecoming committee will pay the remaining balance due of $15K. Page 2 of the agreement reflects future display dates based on the dates shared by the Homecoming committee. I have confirmed with Tommy Feldman that he is and will remain our fireworks specialist until further notice. Requesting confirmation of acceptance and signature to shore up the contract. Jessica Maack, 1008 Swan St. - asked for water project breakdowns, residents vs factories payments. Has a copy of the ordinance, but would like a better understanding. TIF district pays a large portion of the fire protection fire contracts Town $685K, Township $570K, York small portion. would like to have the breakdown published for everyone to review. Turned down for grants, lowest water rates. minutes to show on websites. program to help with increased costs? Trustee and the HUB are avenues for financial aid. add this info to water bill Destiny Schwartz, 807 ? Illinois - angry that we did not communicate the increase. Charles Maack, 1008 Swan St. - someone dropped the ball on communication. businesses are not the community, we are. Jeff addressed talking to farm owners about residential. by-pass not finished. lives in river watch 46:35 who is this? wants things to happen for our community. River Watch, the guardrail on River rd, was torn out when the riverbank was shored up and has never been replaced. jeff says we will look put a guardrail up. Cathy Burke spoke to property sold by owner not Town. Town has say on usage, already zoned. Lester Otto, 18686 CR 23- by Brown property. spoke to shaking of neighboring home due to mfger. don't want mfg in my area. wants residential. not gaining capacity, 20 year old, old failing equipment, Gregg spoke to the reasoning for the increase, the rate study jackson river watch, heathers son-$50K freedom powder? new fence/blacktop JB-fire territory five years ago>water//sewer project. avoiding sewer backups mutual aid (fire) Betty Arnold, 300 Maple St - limited income, sewer only , acts permission to put in a septic (jill said no) MY $15- 18K for sewer, Scott Heise? 101 E -you're voted in by us. biz not voting for you. we are. no communications. JB not even a project right now, sidewalk in town > congdon park, only if funded by a grant. NO taxpayer dollars. why do we need it? homecoming? we can't continue to repair, or get parts. communication is the key. RR has complete control over that RR and mandates what crossing can be closed or remain open.talk to US Senators (for changes) . a rumor about a new road from 15 behind his house......Yoder spoke to property purchase....SR 15/CR 10 extended straight west, south of Valmont, extension at industrial drive SR 15 summer/fall into abby's property that starts heading east and curving up towards bloomingdale and then S to CR 10 , tried for a light. Dwight Barnes, Old Port Cove, dad -Al Barnes spoke to growing up here as a kid and that a park should go in where fire was and not a pedestrian bridge, spoke to traffic downtown. signs/traffic INDOT says no. main street looks nice in the summertime with the flowers, beautification, not a drive thru community. JB- change can't happen overnight. TIF $. JB water rates - Doug DeSmith, 2003 - 2024 20 years>no increase. approx 70% increase. if it's more, we need to review. Dwight>fireworks brings people into town. Charlie Feldman (80) and family 42 years, no charge. welcomes the conversations and concerns and ways to help (Township Trustee and HUB).
