TOWN COUNCIL WORK SESSION Tuesday, January 14, 2025 at 7:00 PM Bristol Town Hall Council Chamber MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the regular town council meeting to order at 7:00p on Tuesday, January 14, 2025. PLEDGE OF ALLEGIANCE led by Assistant Fire Chief Jimmy Hanes ROLL CALL Members present: Doug DeSmith, Gregg Tuholski, Jeff Beachy Members absent: Cathy Burke, Dean Rentfrow Others in attendance: Town Marshal Steve Priem, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Fire Chief Nik Kantz, Legal Counsel Alex Bowman joined via Zoom just after 7:00p APPROVAL OF AGENDA stands as published REPORTS HUB report Chris Garner Special Guest: Chris Garner wanted to thank the Council for the use of the offices over the last year and gave a year-end review. (food pantry and affiliates, life skills, school, community cook outs). Immediate needs: finances and more connection with our local businesses. TOWN MANAGER Mike Yoder Tax Increment Financing Plans Side note: There is talk of the bridge being widened by the County. - Mike recommends making the purchase of the Stoll property, with a suggestion that before it is torn down Council determines what the end result will be. Right of way for business route a. first recommendation is the area at Ponderosa and Bloomingdale Drive, near Monogram. b. next 100 feet at the Bontreger property – also ideal to consider possibly relocating the street department and add in a recycling / composting area/brush recycling. Possibly two other locations to consider for a recycle area, more to come on that. Current street department size is approximately 4,000 sq feet, this property would almost be double in size, giving more indoor storage and indoor wash areas. Would like to pin down a location for the street dept by summer. c) third right of way spot Transport area SR 15/CR 10 going over to Maple, Mike reviewed the projects and the TIF spending plan spreadsheet with Council. The fire department service contract is being paid out of those TIF funds. Council President Jeff Beachy noted that a fire tax rate is in the future, whether it’s in the form of a fire district or fire territory and we can’t be afraid to discuss this. Brief discussion of other fire houses in the same situation and what recent actions have been. CLERK-TREASURER Cathy Antonelli - no report for work session TOWN ATTORNEY Alex Bowman Alex reviewed the draft Ordinance Amending Chapter 152 of the Code of Ordinances. Primary changes: 152.04 prohibits off premises signs, specifically billboards. Discussion followed on the details for the sign ordinance amendment. Need to consider set-backs and how far they should be due to concerns if near driveways and unobstructed viewing. Document will be prepared for first reading. Discussion surrounding the no parking ordinance for a certain portion of Commerce Drive was initiated. Mike Yoder talking with INDOT about opening the drive off of SR 15.  Motion to advance on first reading of Ordinance No. 1.16.2025-1 Amending Chapter 76 of the Town of Bristol, Indiana Code of Ordinance to Prohibit Parking along a Certain Portion of Commerce Drive in the Town of Bristol, Indiana made by Greg Tuholski, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Greg Tuholski, Jeff Beachy. Motion carries. QUESTIONS ABOUT UPCOMING COUNCIL MEETING AGENDA ITEMS Marshal Steve Priem spoke to Holiday pay and possibility of changing the policy for the police department. Detailed discussion followed, with a request to add an appropriation line item to the budget just for Holiday pay for better budgeting purposes. OTHER COMMENTS OR QUESTIONS – hearing none, MOTION TO ADJOURN  Motion to adjourn made by Greg Tuholski, Seconded by Doug DeSmith. All in favor.
