MINUTES
CALL MEETING TO ORDER – Council President Jeff Beachy called the regular work session to order on
Tuesday, April 15, 2025 at 7:06p
PLEDGE OF ALLEGIANCE led by Dean Rentfrow
ROLL CALL
Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy
Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, Town Marshal Steve Priem, Legal Counsel
Alex Bowman and Assistance Fire Chief Jim Hanes.

COUNCIL ACTION
Resolution No. 4-15-2025-9 A Resolution of the Town Council of the Town of Bristol, Indiana Approving
an Amending Declaratory Resolution of the Bristol Redevelopment Commission and Order of the
Elkhart County Plan Commission
Legal Counsel Alex Bowman gave an overview of the Resolution and recommends adoption
Motion to adopt Resolution No. 4-15-2025-9 made by Cathy Burke, Seconded by Doug
DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Greg Tuholski, Jeff Beachy.
Motion carries.
Town Marshal Priem made a request for the approval of a new vehicle for the police department fleet.
A 2023 Ford Police Interceptor 4WD (Oxford White) $41,868, possibly without graphics $850 and
installation of equipment $9,736.42 for a total of $52,454.42. An additional appropriation will need to
be made from the Public Safety Local Income Tax fund. Projected EOY balance in PS LIT is $316,463.
Motion to approve $41,868 for the purchase of the approval for purchase of the 2023 Ford
Police Interceptor 4WD made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug
DeSmith, Dean Rentfrow, Cathy Burke, Greg Tuholski, Jeff Beachy. Motion carries.
Marshal Priem is scheduled to attend the week long Chief’s training at the Academy next week, but
asked Council for approval to attend next year instead. Council agreed.
TOWN MANAGER Mike Yoder
Troy Stutzman - residential development proposal
Mike Yoder introduced Jen and Troy Stutsman, who shared details of a 66 door residential rental
development proposal for Mottville Rd property. Council likes the idea and Mike Yoder will move
forward with next steps and discussions.
Jeff Rowe from Baker Tilly was introduced and reviewed the financial management reports for water
and sewer. Jeff will return later with a recommendation with what we can lessen in the proposed
future increase come August, 2025.
Ken Jones of JPR then reviewed the outline provided for the development standards.

Council meeting, consideration of an Executive Session, April 24, 2025 at 5:00pm.
