TOWN COUNCIL REGULAR MEETING Thursday, April 03, 2025 at 7:00 PM Council Chamber Bristol Municipal Complex MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the regular Town Council meeting to order on Thursday, April 3, 2025 at 7:00p PLEDGE OF ALLEGIANCE led by Cathy Burke ROLL CALL Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy Others present: Town Manager Mike Yoder, Clerk-Treasurer Cathy Antonelli, Fire Chief Nik Kantz, Legal Counsel Alex Bowmen, Town Marshal Steve Priem APPROVAL OF AGENDA - will stand as published APPROVAL OF INVOICES  Motion to approve the invoices made by Dean Rentfrow, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. REPORTS TOWN MANAGER Mike Yoder - Consideration of 2025 BFD contract for services agreement $920,114.00, discussion followed, to be tabled for two weeks. (talks with the Township) - Ember Recreational Vehicles Inc. CF-1 PP 3-year abatement on RE and PP. RE abatement has expired, PP is still in place because of timing of PP investment. Town Manager finds them to be substantially in compliance and recommends approval.  Motion to approve the personal property CF-1s for Ember RV made by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries. - Water Project SRF pay applications  Motion to approve pay application #16 $23,857 to JPR for engineering services made by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to approve pay application #17 $273,600 ($259,920 with retainage of $13,680 to Phoenix Fabricators and Erectors LLC for water tower work made by Doug DeSmith, Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to approve pay application #18 $25,747 to JPR for engineering services made by Jeff Beachy, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Gregg Tuholski, Jeff Beachy. Motion carries. Raber Golf Course contract is up for renewal. Mike to meet with Jeff Carmien when he returns and asks Council to review the contract for any possible changes, considering some improvements. Project updates by Mike Yoder included the NIPSCO gas project phasing, the Charles Street project phases, development standards update coming soon, requests for proposals for the vacant lot are stalled right now, and street light maintenance and solutions for lighting, and the water shed study south of town. Mottville Rd INDOT project (TIF dollars $100,000)  Motion to approve the $100K for the gas station passing lanes made by Cathy Burke, Seconded by Doug DeSmith.Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. New water mains to be put in at Elkhart and St. Joseph streets. SRF funding will cover this, but we will have to front the money and be reimbursed when the project closes next year. This will be a change order for Niblock. NIPSCO lease agreement signed, and the $100/monthly rental payment will go to the Parks department. TOWN ATTORNEY Alex Bowman First reading of Ordinance No. 2025-04-17-08 An Ordinance of the Town of Bristol, Indiana Amending Chapters 51 and 52 of the Town of Bristol, Indiana Code of Ordinance Relating to Water and Sewer Utility Rates and Other Purposes. Alex reviewed the details.  Motion to advance Ordinance No. 2025-04-17-08 to second reading made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. PRIVILEGE OF THE FLOOR (Public Comments to Council) Lester Otto, 18686 County Road 23 - power out since Sunday due to the storm.
