MINUTES
CALL MEETING TO ORDER
Bristol Town Council President Jeff Beachy called the regular council meeting to order at 7:00pm on
Thursday, March 20, 2025.

ROLL CALL
Members present: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy
Others in attendance: Town Marshal Steve Priem, Legal Counsel Alex Bowman, Deputy Clerk-Treasurer
Jill Swartz, Town Manager Mike Yoder, Assistant Fire Chief Jim Hanes
Absent: Cathy Antonelli (Clerk-Treasurers conference sessions)
APPROVAL OF AGENDA
Correction to the agenda: meeting minutes for the Executive Session were previously approved,
remove that line and replace with the March 6, 2025 council minutes to be approved and the agenda
will stand as corrected.
APPROVAL OF INVOICES
Motion to approve the invoices made by Doug DeSmith, Seconded by Dean Rentfrow. Voting
Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
APPROVAL OF MINUTES
Motion to approve the March 6, 2025 meeting minutes made by Cathy Burke, Seconded by
Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff
Beachy. Motion carries.
REPORTS
TOWN MANAGER Mike Yoder
Heidi Amspaugh from Baker Tilly appeared via zoom and provided the Council with an overview of the
annual TIF report
Mike spoke to a road improvement project on Ponderosa and asked for Council to approve an
expenditure of up to $50K (Local Roads & Streets funding), no bidding required
Motion to proceed with the Ponderosa improvement project, not to exceed $50K made by
Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy
Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Wastewater Treatment Plant distribution requests
Motion to pay Pay App #23 to Commonwealth Engineering $39,188.16 made by Cathy Burke,
Seconded by Dean Rentfrow. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg
Tuholski, Jeff Beachy. Motion carries.
Motion to pay Pay App #24 to Crosby Construction $843,368.62 ($801,200.19 to
Crosby/$42,168.43 for retainage) made by Dean Rentfrow, Seconded by Doug DeSmith. Voting
Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
Project updates 24% done at the WWTP, discussion on tariffs, wellfield project camera views shared,
Earthway bypass, development standards, amending the code of ordinances relating to utility rates.

Motion to approve the Notice to Taxpayers for an additional appropriation made by Doug
DeSmith, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy
Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
TOWN MARSHAL Steve Priem
Monthly operations report was reviewed.
FIRE CHIEF Nik Kantz
Monthly operations report was reviewed.
Still in need of one fulltime firefighter/paramedic and one fulltime firefighter/EMT
Hope to have the new ambulance on the road by month end following certification
A few fire burning rules were reviewed
PARK BOARD Linda Powell
Election of officers: Mikel Ropp is President, Scott Dreamer-Vice President
Congdon & Cummins Parks-Summer Festival in June, put on by the library. Food trucks, family fun, live
music, crafters
Hermance Park – pavilion floor scrubbed with fire dept floor scrubber, without the results they had
hoped for. Will look into having the floors cleaned professionally. The group that uses the pavilion for
cardio drumming has agreed to do some general cleaning.
Kayak Launch – once the grounds settle it can be better determined what improvements might be
needed.
Congdon Park-looking into more flowers in the park
TOWN ATTORNEY Alex Bowman
Alex gave an overview of Ordinance No. 3-20-2025-6 An Ordinance of the Town Council of the Town of
Bristol, Indiana Amending Chapter 53 of the Town of Bristol, Indiana Code of Ordinances Regarding
Stormwater Management and Regulations. This is the second and final reading of the ordinance and
legal counsel recommends adoption.
Council President Jeff Beachy opened a public hearing at 8:01p to take public comments. Hearing no
public comment, the meeting was closed at 8:01p.
Motion to approve Ordinance No. 3-20-2025-6 made by Jeff Beachy, Seconded by Gregg
Tuholski. Discussion: Council member Cathy Burke noted the heading (ref 53.36 Stormwater
User Fee) on the bottom of page 17, should be moved to the top of page 18. Voting Yea: Doug
DeSmith, Dean Rentfrow, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.
PRIVILEGE OF THE FLOOR (Public Comments to Council)
Floyd Lynch, 202 Chestnut St – Indiana got a new road, new sidewalk, but the radar signs has not been
reinstalled and he would like to have them back up. Marshal Priem spoke to the signs and did note that
he would like to go to one sign, since it’s such a short road.
