MINUTES OF THE CITY OF BRISTOL, TENNESSEE
CITY COUNCIL MEETING
February 5, 2013
CALL TO ORDER:
The City of Bristol, Tennessee City Council Meeting was called to order by Mayor Joel Staton
on Tuesday, February 5, 2013, at 7:00p.m. in the Slater Center Auditorium.
ROLLCALL:
Present: Mayor Joel Staton, Vice-Mayor Ben Zandi, Councilwoman Michelle Dolan,
Councilwoman Margaret Feierabend, and Councilman David Shumaker.
Others Present: Deputy City Manager William Sorah (Acting City Manager); City Attorney Jack
Hyder; City Recorder Tara Musick; and members of City staff.
Absent: City Manager Jeff Broughton
INVOCATION AND PLEDGE OF ALLEGIANCE:
Mayor Joel Staton gave the invocation, and Councilwoman Michelle Dolan led the pledge of
allegiance.
AGENDA ADDITIONS AND/OR CHANGES: No additional items were added to the
agenda. However, an amended version of Resolution 13-16 was presented.
PROCLAMATIONS AND RECOGNITIONS:
Congenital Heart Defect Awareness Week- Councilwoman Feierabend read a proclamation
designating February 7-14, 2013, as Congenital Heart Defect Awareness Week. The
proclamation was presented to Ms. Agnes Rose.
Ms. Daisy Carroll and the Country Christmas Show - Mayor Staton read a proclamation
recognizing Ms. Daisy Carroll and the Country Christmas Show for their contributions to our
region. The proclamation was presented to Ms. Daisy Carroll.
Spay and Neuter Day- Councilman Shumaker read a proclamation designating February 26,
2013, as Spay and Neuter Day. The proclamation was presented to Sue Williams with Holly
Help.

PRESENTATIONS:
Fiscal Year 2012 CAFR Presentation - Mr. Matt Hill with Mauldin and Jenkins, LLC
presented the City of Bristol, Tennessee Comprehensive Annual Financial Report for the Fiscal
Year Ending June 30, 2012. Mr. Hill stated that the CAFR was issued without any findings and
with a clean opinion.
PUBLIC HEARINGS: None.
APPEARANCE OF CITIZENS:
Mr. Tom Padgett, 271 Peoples Street in Johnson City, addressed the Council about the growth
and accomplishments of the Tennessee High School Marching Band. He asked the Council for
their support in their future endeavors which will include participation in the Philadelphia
Thanksgiving Day Parade this year.
Ms. Liza Conway, 826 State Street, addressed the Council regarding the banning of chained
animals and asked that they reconsider their stance on this issue.
APPOINTMENTS:
A. Birthplace of Country Music -Councilman David Shumaker was appointed to serve on the
Birthplace of Country Music for a twelve-month term of office with the following votes cast:

ORDINANCES AND RESOLUTIONS:
A. First Reading of New Ordinances: None.
B. Adoption of Ordinances (Second Reading): None.
C. Resolutions:
Resolution 13-13 - A Resolution Authorizing an Appropriation Agreement with the
Birthplace of Country Music for the Birthplace of Country Music Museum.
Deputy City Manager Sorah reviewed the Resolution that authorizes the execution of an
appropriation agreement to provide up to $600,000 with the first $300,000 to be provided in
City Council Meeting

equal $100,000 installments over the next three years. Up to 50% of those funds may be
used for pre-opening expenses of the museum with the remainder to be placed in an
operating reserve to be used following the opening. The additional $300,000 will be
available during the first 60 months of operation to temporarily cover any operating losses
incurred and shall be repaid without interest. As a stipulation of this agreement, BCM must
contract with a qualified, venue management company with museum or
entertainment/educational facilities experience for a minimum of sixty (60) months following
its opening. Vice-Mayor Zandi moved to approve this Resolution, and Councilman
Shumaker seconded. This motion passed by unanimous roll call vote
CONSENT AGENDA:
Deputy City Manager Sorah presented the Consent Agenda to Council. Councilman Shumaker
moved to approve, and Vice-Mayor Zandi seconded. The following items were approved by
unanimous Council vote:
• Minutes- January 8, 2013 City Council Meeting;
• Minutes- January 22, 2013 City Council Work Session;
• Minutes- January 28, 2013 Special Called Meeting:
• Resolution 13-12 -A resolution awarding a bid for the purchase of a three-quarter
ton pickup truck with service body;
• Resolution 13-3- A resolution awarding a bid for an emergency generator;
• Resolution 13-4- A resolution to procure wireless telephone service; and
• Resolution 13-5 - A resolution authorizing the purchase of decorative street lights.
CITY MANAGER'S REPORT: None.
CITY COUNCIL COMMENTS:
Councilwoman Dolan read a letter from Congressman Phil Roe which expressed his regrets in
missing the meeting of the Defense Affairs Council and commending the formation of the
committee. He also stated that he will continue to work to promote the causes associated with
the Defense Affairs Council.
Councilwoman Feierabend mentioned the continued efforts for fundraising for the Stone Castle.

Ms. Susan Wolfe was recognized by the Council and discussed the many classes and programs
available at the Avoca Library.
There being no further business, the meeting was adjourned at 7:51 p.m.
