MINUTES OF THE CITY OF BRISTOL,TENNESSEE CITY COUNCIL WORK SESSION April 27,2021 The City of Bristol, Tennessee City Council Work Session was called to order by Mayor Mahlon Luttrell on April 27, 2021 at 10:00 a.m. in the Slater Community Center Gymnasium. Present were Mayor Mahlon Luttrell, Vice Mayor Vince Turner, Councilwoman Margaret Feierabend, Councilman Chad Keen, and Councilwoman Lea Powers. Others present were City Manager William L. Sorah, City Attorney Danielle Smith, City Recorder Tara Musick, Director of Community Relations Jon Luttrell, Director of Development Services Tim Beavers, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Director of Parks and Recreation Terry Napier, Police Chief Blaine Wade, and Director of Administration Mary Lee Williams. The agenda for the meeting included the following items for discussion, with no formal action being taken. 1. Fiscal 2022 Budget Summary 2. Fiscal 2022 Fund Summary 3. Review of Fiscal 2022 General Fund Revenue Projections 4. Fiscal 2022 Capital Project Review 5. Review of General Obligation Debt 6. City Personnel and Staffing Review 7. Border Region Retail Tourism District 8. BTCS Education Funding 9. Bristol Public Library Funding 10. Private/Non-Profit Funding 11. Review of Multi-Year Financial Models a. General Fund b. Solid Waste Fund c. Waterworks Fund d. Storm water Fund 12. Discussion of Proposed Destination Marketing Corporation By-Laws 13.
