Minutes of the Bristol Tennessee City Council Called Work Session May 16,2023 The City Council called work session was brought to order by Mayor Vince Turner on Tuesday, May 16, 2023, at 9:12 A.M. in the conference room ofthe Steele Creek Park Nature Center. Members of City Council present included Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Lea Powers, and Councilman Mahlon Luttrell. City staff members present included City Manager Kelli Bourgeois, City Attorney Danielle Smith, Director of Administration Mary Lee Williams, Director of Finance Hollie Verran, Accounting and Budget Manager Sheridan Perumal, Director of Community Relations Jon Luttrell, Director of Economic Development Tom Anderson, Police Chief Matt Austin, Fire Chief Mike Carrier, Director of Operations Dave Wilson, Director of Planning Cherith Young, Director of Parks and Recreation Terry Napier, Director of IT Shane Vamey, Director of Public Services Wes Ritchie, Director of Utilities Services Will Witcher, and Director of Engineering Brian Ramsey. Also present were guests from the Bristol Tennessee School System including Director of Schools Annette Tudor, Chief Financial Officer Tara Musick, and Vice-Chair of the School Board Jim Butcher. The agenda for the meeting included the following items for discussion, with no formal action being taken. AGENDA 1. Fiscal 2024 Budget Summary 2. Fiscal 2024 Capital Project Review 3. Review of General Obligation Debt 4. Review Parks Projects 5. BTCS Education Funding 6. Review of Multi-Year Financial Models 7. Private/Non-Profit Funding 8. First and Second Read Dates During the meeting, the City Council made a request that staff arrange for Scott Gibson with Cumberland Securities to attend the May City Council work session to further discuss bond funding for Parks Projects. During the discussion of non-profit funding. City Council expressed interest, starting in FY 2024, in having Explore Bristol distribute funding to four of the other non-profit agencies instead ofthe funding coming directly from the City of Bristol Tennessee. These four non-profit agencies include Believe in Bristol, Birthplace of Country Music, The Paramount, and Theater Bristol. There being no further business, the meeting was adjourned at 3:33 P.M.
