Minutes of the Bristol Tennessee City Council Work Session May 30, 2023 The City Council work session was brought to order by Mayor Vince Turner on Tuesday, May 30, 2023, at 5:05 P.M. in the conference room of the Ewell Easley Municipal Annex. Members of City Council present included Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend, Councilman Mahlon Luttrell, and Councilwoman Lea Powers. City staff members present included City Manager Kelli Bourgeois, City Attorney Danielle Smith, Director of Administration Mary Lee Williams, Director of Finance Hollie Verran, Aecounting and Budget Manager Sheridan Perumal, Director of Community Relations .Ton Luttrell, Director ofEconomic Development Tom Anderson, Police Chief Matt Austin, Director ofPlanning Cherith Young, Director of Parks and Recreation Terry Napier, and IT Manager Greg Cross. Also in attendance was Scott Gibson with Cumberland Securities and Maggie Elliott, Executive Director of Believe in Bristol. The agenda for the meeting included the following items for discussion, with no formal action being taken. AGENDA 1. Parks and Recreation Project Bonding Discussion 2. Believe in Bristol Request for Temporary Beer Permit for Anderson Park 3. Discussion of Permitted Uses in the General Business and Industrial Zoning Districts 4. Taxicab Permit Ordinance Amendment Overview and Discussion 5. Violent Crime Intervention Fund Grant Award Discussion 6. Renaming Rotary Park or a Field at Rotary Park for Gabby Kennedy During the meeting, Scott Gibson with Cumberland Securities recommended that Council adopt a resolution at their June City Council meeting indicating their intent to issue bonds related to public projects. Passing this resolution in June would allow the 60-day look back period for reimbursing expenses to begin on the effective date of the resolution. Scott Gibson also strongly urged the Council to consider a property tax increase in the fiiture to help cover this debt and increasing operational expenses.
