MINUTES OF THE CITY OF BRISTOL,TENNESSEE CITY COUNCIL MEETING June 13,2023 CALL TO ORDER: The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on Tuesday, June 13,2023, at 5:02 P.M. in the Slater Center Auditorium. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilman Mahlon Luttrell, and Councilwoman Lea Powers. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Assistant Fire Tommy Castle, Director of Finance Hollie Verran, Accounting and Budget Manager Sheridan Perumal, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Terry Napier, IT Manager Greg Cross, Director of Economic Development Tom Anderson, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Vice Mayor Mark Hutton gave the invocation and Councilwoman Lea Powers led the pledge ofallegiance. AGENDA ADDITIONS AND / OR CHANGES: None PUBLIC HEARINGS: Ordinance 23-6-An Ordinance to Adopt a Budget,and Appropriate Funds for the Fiscal Year July 1,2023 through June 30,2024 City Manager Kelli Bourgeois stated Ordinance 23-6 was considered on first reading on June 6^ for formal adoption of the Fiscal 2024 Budget and Appropriations for the fiscal year beginning July 1, 2023. The proposed budget totals $146,706,252 which is an increase of 7.0% from the Fiscal 2023 Budget. Major projects include completion of the reconstruction of East Cedar Street, the new Fire Station 2, sidewalks along Bluff City Highway, Bristol Regional Wastewater Treatment Plant modifications, Shelby Street Booster Station upgrades, and the 11W area water distribution system improvements to support growth in the Exit 74 area ofInterstate 81. These larger projects are multiple year projects to commence in FY 2024 with a FY 2025 or potentially FY 2026 completion date. Also included in this budget is an 8% pay increase for all City employees and a 5.6% increase in the school budget. As discussed at the last Council meeting, there are four significant Parks projects Council has been discussing in detail. Although not included in this budget as presented, these projects will continue to be discussed in detail along with bond possibilities in the upcoming months. Ordinance 23-6 is to approve the Fiscal 2024 Budget. There were no comments, and the public hearing was closed. Ordinance 23-7 - An Ordinance to Amend the Appropriation of Funds and Budget for the Fiscal Year July 1,2022 through June 30,2023 City Manager Bourgeois mentioned this item was also presented at the June 6^^ meeting for first read. Ordinance 23-7 makes adjustments and revised appropriations for the Fiscal Year 2023 Budget. This is a City Council Called Meeting June 13,2023 Page 2 of2 housekeeping agenda item and is done every year. The amounts presented at the meeting last week have not changed, however, she reviewed them again per the desire of Council. The General Fund revised appropriation is $31,829,010. The revised General Purpose School Fund is $46,239,147; revised Chapter 420 Fund is $12,054,703; revised School Federal Projects Fund is $12,208,521; revised School Nutrition Fund is $2,805,200; revised School Capital Facilities Fund is $900,000; revised Solid Waste Fund is $2,388,513; revised Transportation Grant Fund is $1,250,699; revised Waterworks Fund is $9,011,506; and the revised Stomiwater Fund is $650,000. There are also transfers from the General Fund to the Transportation Grant in the amount of $295,131 and to the Capital Equipment Fund in the amount of $2,047,043. From the General Purpose School Fund to the School Capital Facilities Fund in the amount of$899,045 and from the School Federal Projects Fund to the General Purpose School Fund in the amount of$368,112. There were no comments, and the public hearing was closed. ORDINANCES AND RESOLUTIONS: A. First Reading of New Ordinances: None B. Second Reading of New Ordinances: Ordinance 23-6- An Ordinance to Adopt a Budget, and Appropriate Funds for the Fiscal Year July 1, 2023 through June 30,2024 This item was summarized during the public hearing earlier this evening. Councilwoman Powers motioned to approve and added her appreciation to the staff for pulling this together remarkably well in a very short period of time. Vice Mayor Hutton seconded the motion and expressed his appreciation for staff working to pull all this together and it has been a very smooth process. Ordinance 23-6 passed unanimously by roll call vote of the attending Council members. Ordinance 23-7 - An Ordinance to Amend the Appropriation of Funds and Budget for the Fiscal Year July 1, 2022 through June 30,2023 This item was summarized during the public hearing earlier this evening. Vice Mayor Hutton motioned to approve, and Councilman Luttrell seconded. Ordinance 23-7 passed unanimously by roll call vote of the attending Council members.
