CITY COUNCIL MEETING
May 7, 2024
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday, May 7,2024, at 7:01 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend,
Councilman Mahlon Luttrell, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT
Manager Greg Cross, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Police
Chief Matt Austin, Director of Community Engagement and Events Terry Napier, Director of Public
Services Wes Ritchie, Water Plant Superintendent Edmund Keen, Director of General Services Russell
Whitaker, Community Development Specialist Christina Blevins, Director of Utility Services Mark Quickel,
Fire Captain Darrell Meares, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Vice Mayor Mark Hutton gave the invocation and Councilman Mahlon Luttrell led the pledge of
allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Communlversity: Youth in Public Service - Director of Community Relations Jon Luttrell gave an
overview of the program which began in Fall of 2022 as part of the Goals and Objectives Program for the
City. The program, dubbed Communiversity: Youth in Public Service, commenced this school year in
October with the Fire Department and ended in April with the Department of Community Development
and Planning. Students spent one school day per month taking a deep dive into the workings of various
City departments, culminating with some role-playing scenarios designed to put their knowledge to the
test during their final session. This allowed the students multiple opportunities to engage in local
government enhancing their awareness of the role of local government in the community and potential
career paths available. For the 2023-2024 school year, the program continued with a new group of 17
participants from Tennessee High. Having successfully completed the program, the students were
recognized with a "graduation" of sorts. Mr. Luttrell acknowledged each student and they, along with
their families. City Council, and representatives from Bristol Tennessee City Schools, attended a small
reception in the Slater Center cafeteria prior to this meeting.
