CITY COUNCIL MEETING
September 3,2024
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday, September 3, 2024, at 7:02 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend,
Councilman Mahlon Luttrell, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT
Manager Greg Cross, Director of Community Engagement and Events Terry Napier, Director of
Community Development and Planning Cherith Young, Director of Utility Services Mark Quickel, Director
of Economic Development Tom Anderson, Director of General Services Russell Whitaker, Director of
Finance Hollie Verran, Economic Development Specialist Matt Garland, IT Network Technician Nick
Fugate, Fire Chief Mike Carrier, Police Lieutenant Jimmy Dillard, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Vice Mayor Mark Hutton gave the invocation and Boy Scout Troop 113 led the pledge of allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Child Passenger Safety Week - Councilwoman Margaret Feierabend presented a proclamation
designating September 15-21, 2024 as Child Passenger Safety Week and September l?*"' as Buckle Up
for Life Day. Samuel Jones, M. A. CPST, Child Passenger Safety Program Coordinator for Appalachian
Promise, Fire Chief Mike Carrier, and Police Captain Jimmy Dillard were in attendance to accept the
proclamation. Mr. Jones gave a brief overview of the child seat check program as well as times and
locations where the public can have certified technicians check their seats for proper installation. Fire
Chief Carrier thanked Council for recognizing the importance of Child Passenger Safety Week as the
proclamation emphasized how this program reduces the risk of serious injury to children.
Suicide Prevention Awareness Month - Councilwoman Lea Powers presented a proclamation
designating September 2024 as Suicide Prevention Awareness Month. Cori Johnson, Northeast Regional
Director for the Tennessee Suicide Prevention Network, was in attendance to accept the proclamation.
Ms. Johnson thanked Council for helping to bring awareness to this most preventable cause of death.
She provided information on the Tennessee Suicide Prevention Network and how they are trying to
partner with people across our region to help them work through their times of feeling overwhelmed
and find ways to keep their mental health issues from becoming a mental health crisis.
