MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL CALLED MEETING August 27,2024 CALL TO ORDER: The City of Bristol, Tennessee City Councii called meeting was brought to order by Mayor Vince Turner on Tuesday, August 27, 2024, at 5:00 P.M. in the conference room of the Ewell Easley Municipal Annex. ROLL CALL: Present: Mayor Vince Turner, Councilwoman Margaret Feierabend, Councilman Mahlon Luttrell, and Councilwoman Lea Powers. City staff members present included City Manager Kelli Bourgeois, City Attorney Danielle Smith, Director of Administration Mary Lee Williams, Fire Chief Mike Carrier, Police Major Walter Brown, Director of Economic Development Tom Anderson, Director of Planning Services Cherith Young, Director of Community Relations Jon Luttrell, Economic Development Specialist Matt Garland, Transportation and Mobility Planning Manager Micah Bray, Director of Engineering Brian Ramsey, IT Network Technician Nick Fugate, Director of Finance Hoilie Verran, Customer Service Manager Terra Lawson, Director of Utility Services Mark Quickel, and Civil Engineer Logan Dunn, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Fire Chief Mike Carrier gave the invocation and Councilman Mahlon Luttrell led the pledge of allegiance. ORDINANCES AND RESOLUTIONS: A. First Reading of New Ordinances: Ordinance 24-12 - An Ordinance to Amend Ordinance 24-5 (An Ordinance to Adopt the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2024 and ending June 30, 2025) by Changing the Previously Established Tax Rate City Manager Kelli Bourgeois stated this item was discussed during the budget process as well as following the adoption of the FY 2025 Budget when Scott Gibson, bond advisor for the City, presented information to Council about future expenditures, the current market, the status in the state and in other cities, tax rates, increasing costs of supplies and capital. Ordinance 24-12 recommends an increase to the tax rate, and it is a very significant action. Since one of the Council members was unable to attend this meeting, there is a littie time if Council would prefer to wait until all five members are present to take action. Councilwoman Lea Powers motioned to defer this action until the September 3, 2024 Council meeting and Councilwoman Margaret Feierabend seconded. The motion to defer was unanimously approved by roll call vote of the four attending Council members.
