August 6,2024
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday, August 6, 2024, at 7:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend, and
Councilman Mahlon Luttrell.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT
Manager Greg Cross, Director of Community Engagement and Events Terry Napier, Director of Public
Services Wes Ritchie, Director of Community Development and Planning Cherith Young, Director of
Utility Services Mark Quickel, Director of Economic Development Tom Anderson, Director of Engineering
Brian Ramsey, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Vice Mayor Mark Hutton gave the invocation and Boy Scout Troop 113 led the pledge of allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Farmers' Market Week - Councilwoman Margaret Feierabend presented a proclamation designating
August 4-10, 2024, as Farmers' Market Week and encouraged everyone to visit our local Farmers'
Market. Courtney Arnett, Parks and Recreation Program Specialist, was in attendance to accept the
proclamation. On behalf of the 47 vendors, customers, and community, she expressed appreciation to
the Council and the City Manager for their support of the market and gave information on the days and
times of operation.
Bristol First - Director of Community Relations Jon Luttrell gave some background information on the
Bristol First program then went on to detail the actions of Christian Baker that led to his nomination.
One Friday evening in early July, Parks and Recreation Maintenance team member Christian Baker was
preparing the grounds at Rotary Field for the Youth Softball Championships. While doing so, he observed
two juveniles that appeared to be vandalizing facilities at the park. He quickly approached the two
individuals preventing further damage and kept them at the scene until the Police arrived. This showed
the pride and dedication in his work, but the respectful and courteous manner in which he treated these
individuals was particularly noted by witnesses. He even gave them his own bottles of water because of
the hot evening while waiting for the Police to arrive. Afterwards, he returned to his work. His
