MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL SPECIAL CALLED MEETING July 30,2024 CALL TO ORDER: The City of Bristol, Tennessee City Council special called meeting was brought to order by Mayor Vince Turner on Tuesday, July 30, 2024, at 5:02 P.M. in the conference room of the Ewell Easley Municipal Annex. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend, Councilman Mahlon Luttrell, and Councilwoman Lea Powers. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT Manager Greg Cross, Director of Finance Hollie Verran, Accounting and Budget Manager Sheridan Perumal, Director of Community Engagement and Events Terry Napier, Director of Community Development and Planning Cherith Young, Director of Utility Services Mark Quickel, Civil Engineer Logan Dunn, Director of Economic Development Tom Anderson, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Vice Mayor Mark Hutton gave the invocation and Councilman Mahlon Luttrell led the pledge of allegiance. PUBLIC HEARINGS: Ordinance 24-10 - An Ordinance to Amend Chapter 7 (Flood Plain Districts) of the Zoning Ordinance to Adopt Updated Flood Insurance Rate Maps provided by the Federal Emergency Management Agency Cherith Young, Director of Community Development and Planning, presented Ordinance 24-10 Flood Ordinance update amendment for public hearing with the second reading to follow. This ordinance was approved on first reading July 9, 2024. This process began with one ordinance then switched paths due to Federal Emergency Management Agency (FEMA) direction received after the previous ordinance was approved on first reading. This special called meeting and public hearing tonight will finish the project and help the City meet the FEMA deadline of tomorrow. There are five changes impacting the existing ordinance that will take effect with this proposed amendment: some definitions must be added to the existing ordinance; the general provisions must be revised; a specific form reference must be removed; Section 702.E.3 is to be amended to include a reference to substantial improvements; and a reference for specific engineering methodology and FEMA's involvement in approving a Conditional Letter of Map Revision must be included. The Planning Commission reviewed the revised ordinance during their meeting on June 17^^ and voted unanimously to send a favorable recommendation to the City Council.
