MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL MEETING July 9,2024 CALL TO ORDER: The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on Tuesday, July 9, 2024, at 7:00 P.M. in the Slater Center Auditorium. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Mark Hutton, Councilwoman Margaret Feierabend, Councilman Mahlon Luttrell, and Councilwoman Lea Powers. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT Manager Greg Cross, Fire Chief Mike Carrier, Director of Community Engagement and Events Terry Napier, Director of Public Services Wes Ritchie, Director of General Services Russell Whitaker, Director of Community Development and Planning Cherith Young, Director of Utility Services Mark Quickel, Police Chief Matt Austin, Economic Development Specialist Matt Garland, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Vice Mayor Mark Flutton gave the invocation and Councilwoman Lea Powers led the pledge of allegiance. AGENDA ADDITIONS AND / OR CHANGES: None PROCLAMATIONS AND RECOGNITIONS: Parks and Recreation Month - Councilwoman Margaret Feierabend presented a proclamation designating July as Parks and Recreation Month. Mr. Doug Harmon, Chair of the Parks and Recreation Commission, was in attendance to accept the proclamation. PRESENTATIONS: None BOARD OF EDUCATION LIAISON REPORT: Ms. Jennifer Henson, School Board Secretary, presented the report. Summer school was great this year with approximately 400 students attending daily. The high school students focused on credit recovery. The elementary and middle schools incorporated language arts, math, related arts, physical activity, and acceleration in either intervention or enrichment opportunities depending on the need. No students were retained due to the third-grade law. Several students met adequate growth targets during summer camp. Students in K-8^^ grades participated in Stan Tucker's reading challenge, and she gave some details on that program. The Bristol Tennessee Police Department visited the elementary and middle school sites and shared information on the drone unit and how it supports their work.
