MINUTES OF THE CITY OF BRISTOL, TENNESSEE
CITY COUNCIL MEETING
January 7,2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday, January 7, 2025, at 7:00 P.M. in the Slater Center Auditorium.
OATH OF OFFICE:
Mary Lee Williams, City Recorder, administered the oath of office to newly elected Council Member Rae
Akard and to re-elected Council Member Vince Turner.
ROLL CALL:
Present: Mayor Turner, Vice Mayor Mark Hutton, Councilwoman Rae Akard, Councilwoman Margaret
Feierabend, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Recorder Mary Lee Williams, Director of Community
Development and Planning Cherith Young, Director of Community Engagement and Events Terry Napier,
Director of General Services Russell Whitaker, Director of Economic Development Tom Anderson,
Director of Finance Hollie Verran, Fire Chief Mike Carrier, Transportation and Mobility Planning Manager
Micah Bray, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains,
IT Network Technician Nick Fugate, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Vice Mayor Mark Hutton gave the invocation and Councilwoman Lea Powers led the pledge of allegiance.
SELETCION OF MAYOR AND VICE MAYOR:
Mayor Tuner explained the City Charter requires Council to select members to serve as Mayor and Vice
Mayor each year at the first meeting of each year. He asked for a motion for nomination of a Council
member to serve as Mayor. Councilwoman Powers made a motion to nominate Dr. Mark Hutton as
Mayor for the coming year and Councilwoman Margaret Feierabend seconded. There were no other
nominations and Mark Hutton was selected to serve as Mayor by unanimous roll call vote without further
discussion.
Mayor Hutton motioned to nominate Councilman Vince Turner to serve as Vice Mayor for the coming
year and Councilwoman Powers seconded. Councilwoman Powers went on to say that Councilman
Turner did a tremendous job as Mayor over the past two years and saw us through some difficult
situations. Because of his outstanding leadership she felt it fitting for him to serve as Vice Mayor. There
were no other nominations and Vince Turner was selected to serve a second term as Vice Mayor by
unanimous roll call vote without further discussion.
