CITY COUNCIL MEETING
May 6,2025
CALL TO ORDER:
The City of Bristo!, Tennessee City Council meeting was called to order by Mayor Mark Hutton on
Tuesday, May 6, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Mark Hutton, Vice Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman
Margaret Feierabend, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General Services
Russell Whitaker, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Police Chief
Matt Austin, Director of Community Relations Jon Luttrell, Director of Utility Services Mark Quickel,
Director of Parks and Recreation Mike Mains, Director of Community Engagement and Events Terry
Napier, IT Network Technician Nick Fugate, Director of Public Works Brian Ramsey, Water Plant
Superintendent Eddie Keen, Parks Superintendent Ben Campbell, Fire Captain Austin Simpson,
Community Development Specialist Tyler Gillenwater, Grant Specialist Ben Xie, and other members of
City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Fire Chief Mike Carrier gave the invocation and led the pledge of allegiance.
AGENDA ADDITIONS AND / OR CHANGES:
A total of two ordinances have been added to the First Reading portion of the agenda.
PROCLAMATIONS AND RECOGNITIONS:
Communiverslty: Youth In Public Service - Jon Luttrell, Director of Community Relations, explained that
in this program the recognition tonight is referred to as 'a graduation.' Communiversity affords a group
of students from Tennessee High School the opportunity to explore several of our City departments in
hopes they will gain some new perspectives and a deeper understanding of how challenging the work
can be as well as how passionate the City employees are about the work they do every day.
He thanked Dr. Annette Tudor and all the school administration for continuing to have faith this program
is a worthwhile use of student time away from the classroom, entrusting the City with their care,
navigating the logistics, and for recruiting a phenomenal group of students for this program each year.
He also thanked City staff for giving their time and helping to provide the best possible experience for
the students. Mr. Luttrell read the list of all the participants in the 2025 Communiversity program.
Mayor Hutton thanked Mr. Luttrell and the Community Relations staff for working with this program.
