CITY COUNCIL MEETING
June 3, 2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Mark Hutton on
Tuesday, June 3, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Mark Hutton, Vice Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman
Margaret Feierabend, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General
Services Russell Whitaker, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier,
Police Chief Matt Austin, Director of Finance Hollie Verran, Director of Community Relations Jon
Luttrell, Director of Utility Services Mark Quickel, Director of Parks and Recreation Mike Mains,
Director of Community Engagement and Events Terry Napier, IT Network Technician Nick Fugate,
Accounting and Budget Manager Sheridan Perumal, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Jeremy Burden, Senior Pastor of First Christian Church, Bristol, Virginia gave the invocation. Stacy
Minor led the pledge of allegiance.

Mayor Mark Hutton wanted to mention a few things prior to beginning of the meeting. He thanked
everyone for attending this evening and stated a critical part of our governmental process is that
people recognize they have the right to come to any of the Council meetings and work sessions and
speak, ask questions, and obtain information. He is hopeful that tonight everyone will be able to work
through the tension, rhetoric, and vitriol that has been in our community lately and will move in a way
that is positive and helpful for our school system and our city because it is not good that these two
entities are sort of locked in some disagreements. He stated it happens and sometimes things get
crossways, so the fact that you all are here at the request of others is fantastic.
The Mayor clarified a few things. At no point has Council been opposed to employee bonuses. The
whole issue from the beginning has been about timing. Council has been in constant conversation with
the Comptroller in terms of when bonuses for teachers were coming from the state and what fiscal
year that would be. Council was not in opposition to school board or school employees getting a
bonus. It was about fiscal responsibility, which is the responsibility of this Council. Council has to work
very hard to make sure that we are stewarding taxpayer dollars as well as we can and that is the
current process we are in. This is tax budget season in county, state, and city governments all across
the country, but in particular right here.
