COMMUNITY DEVELOPMENT ADVISORY COMMITTEE April 25, 2013 MINUTES jy1embers Present Members Absen~ Hattye Broady, Vice Chair Ella Kane, Chair Sylvia Ketron Jamie Vance Tim Matheson Lettie Jackson Carol Taylor Glenn Moore, Jr. Donna Felty Others Pres~nt Mindy Bowman The Community Development Advisory Committee meeting was called to order by Hattye Broady at 6:30 p.m. on April 25,2013, at the Bristol, Tennessee Annex Conference Room. MINUTES: Donna Felty moved that the minutes of the March 12,2013, meeting be approved; seconded by Carol Taylor; motion carried unanimously. BUDGETS: Mindy Bowman presented the updated 2013-14 Budget for CDBG with a projected increase of 4%. CDBG projects include Admin, Rehab/Reconstruction, Clearance and Demolition, Believe In Bristol/Main Street and the YWCA Daycare Center. Estimates include $148,633 in new grant funds, $12,000 projected Program Income and $68,000 in carryover funds from 2012-13 for a total available of $22 8,633 . Carol Taylor moved that the budget be favorably forwarded to City Council for the May 7 meeting to be approved; seconded by Donna Felty; motion carried with yes votes from Donna Felty, Carol Taylor, Hattye Broady, Sylvia Ketron, and a no vote from Tim Matheson. OLD BUSINESS: CDBG Demolition Projects - Mindy Bowman reported that the propelty located at 930 Hill Street has been demolished and cleared. The contractor E. Luke Greene is waiting on a final inspection from the Codes Division. A demolition contract has been signed with Ricc Construction on the 2816 Anderson Street Extension property and permits have been purchased. That project should be completed in the coming weeks. CDBG Rehabilitation Projects-Mindy Bowman reported that rehab projects located at 833 East Mary Street and 1224 Windsor Avenue have been bid out and that contracts are scheduled to be signed May 2. Both projects were awarded to Associated Builders which were the lowest bidders. NEW BUSINESS: Mindy Bowman reported that after taking a look at the notebooks for the CDAC members, the Bylaws needed to be updated. City Attorney Jack Hyder updated the Bylaws, and they were given to the members for approval. Tim Matheson moved that the updated Bylaws be approved; seconded by Carol Taylor. Discussion of the Bylaws included that the board needed to make sure in the future that they abide by Article 1 Section 2. Motion carried unanimously. ANNOUNCEMENTS • The City of Bristol, TN would be submitting an application to Federal Home Loan Bank for the Accessibility Rehabilitation Program, which could potentially help with funding for the elderly and/or disabled homeowner applicants. • The next CDAC meeting will be held September 10, 2013 at 6:30 p.m. in the Annex Conference Room There being no further business, the meeting wa~~)uurn i APPROVED : \ _- Oct ---=~~~~~~--------------- Ella Kane, Chair / I jl Mindy BOWI1 an~ Recorder 2
