COMMUNITY DEVELOPMENT ADVISORY COMMITTEE September 12, 2013 MINUTES Members Present Members Absent Ella Kane, Chair Carol Taylor Donna Felty David Akard Hattye Broady Lettie jackson Tim Mathison Eric Rouse Others Present Shari Brown Mindy Bowman The Community Development Advisory Committee meeting was called to order by Ella Kane at 6:30 p.m. on September 12,2013, at the Bristol, Tennessee Annex Conference Room. ELECTION OF OFFICERS: Donna Felty moved that Ella Kane be reinstated as Chairman; seconded by Tim Mathison, motion carried unanimously. Donna Felty moved that Hattye Broady be reinstated as Vice Chairman; seconded by Tim Mathison, motion carried unanimously. MINUTES: Hattye Broady moved that the minutes of the April 25, 2013, meeting be approved; seconded by Donna Felty; motion carried unanimously. Chairman Ella Kane opened the Public Hearing for the Consolidated Annual Performance and Evaluation Report (CAPER). Comments were received by staff and noted. Chairman Ella Kane closed the Public Hearing for the CAPER. Chairman Ella Kane opened the Public Hearing for the 2014-15 Action Plan. No comments were made. Donna Felty moved that the CAPER be favorably forwarded to City Council in October; seconded by Hattye Broady, motion carried unanimously. PARTNERSHIP: Mindy Bowman reported that the speaker for Alliance for Business and Training would not be there to speak. She proceeded to tell the committee about the $50,000 grant that the City of Bristol, AB&T and First Tennessee Development District were applying for through the Federal Home Loan Bank. The City of Bristol would be donating land to the Alliance for Business and Training to construct a single family home for a low to moderate income family. The project would be constructed by the YouthBuild program that provides at risk teens with the opportunity of earning their GED and also acquire job skills. The home would be built with energy efficiency features. All labor would be donated along with some construction material. Once the home was built, it will be purchased by a low to moderate income homebuyer and downpayment and closing costs would be provided by the Northeast TennesseeNirginia HOME Consortium. When the home is sold AB&T will use the proceeds to buy another lot in Bristol, TN and construct another single family home. UPDATES: • Action Plan was approved by HUD • A Federal Home Loan Bank grant was awarded to the City of Bristol, TN for up to $75,000 for an accessibility rehab program. One project was funded. No waiting list was in place at the time and grant funds were reserved by other agencies. • On July 18, 2013 a Public Meeting was held to provide Bristol, TN and VA residences with information about the CDBG and HOME programs available in the cities. Applications were accepted and a waiting list is being established for the future. • A Contractor Recruitment luncheon was held on August 13 to educate local contractors on the local programs available and the bid process. • The Tennessee Department of Environmental and Conservation had released information about a $650,000 funding opportunity for Bristol, TN in regards to the King Pharmaceutical lawsuit. Staff reported that they were actively trying to provide information to show the need for the area and that the City of Bristol, TN has programs in place that can be used as a model for TDEC.
