BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ MEETING May 15, 2019 ITEM 1. Roll Call Wade-p Eads-p Elliot-p Honaker-p Messimer-p Miller-a Ring-p Jones - p ITEM 2. Recognize Guests No guests present. ITEM 3. Minutes of Previous Meetings for April 17, 2019 David Ring made a motion, seconded by Tim Eads to approve the minutes from the April 17, 2019 Board meeting. Motion passed. ITEM 4. Financials A. Receipts & Expenditures All receipts were passed to each Board member for their review and the proper signatures. B. Treasurer’s Report Crystal Key reviewed the balance sheet, monthly financial and monthly budget reports. Crystal explained that there were some corrections made to the monthly budget sheet from previous months. Tim Eads made a motion, seconded by Jim Messimer to approve the report as presented. Roll call vote: Eads – yes, Elliott – yes, Honaker – yes, Messimer – yes, Miller – absent, Wade – yes, Ring –yes. Motion passed. ITEM 5. Old Business A. Report on Operations & Equipment 1. Overview of Operations a. Daily Operations – Everything is working, no operational issues. b. Personnel After April’s board meeting, we lost another employee. Sgt. Graham is finishing up the background investigation on Ms. Megan Ashley. If everything works out with the background and we hire her, we will then be fully staffed. Ms. Brooke Vierling is in her final stage of training, and Ms. Abigail Artrip is in her first stage of training. B. Statistics Ms. Key reviewed the month of April 2019.  BRISTOL TENNESSEE EMERGENCY COMMUNICATIONS DISTRICT BOARD OF DIRECTORS’ MEETING May 15, 2019 ITEM 6. New Business A. First reading of proposed 2019 – 2020 budget – Ms. Key presented the budget proposal. There was discussion since the proposed budget will put the district in a deficit. Chief Wade explained that we have an abundance of funds in savings that will more than cover the deficit. B. 911 SAVES Act – Ms. Key discussed House Bill 1629, explaining that if passed, it would reclassify 911 Public Safety Telecommunicators from “Office and Administration Support Occupations,” to “Protective Service Occupations”. This should make impact on pay as well as retirement benefits. ITEM 7. Discussion Items A. David Ring advised that he had been contacted by Mr. Kelly Miller, GIS Coordinator, for the City of Bristol Virginia, in reference to new federal regulations that were affecting addresses in Virginia. He asked if this was going to affect Bristol Tennessee. Ms. Key is going to follow up with David Metzger to see if he is aware of any new regulations. ITEM 8. Other Matters - None ITEM 9.
