Bristol Urban Area Metropolitan Planning Organization March 12, 2020 Board Members Present: Bill Sorah - Bristol, Tennessee Ambre Torbett - Sullivan County, Tennessee Supervisor Phillip McCall - Washington County, Virginia Ronda Sawyer - Tennessee Department of Transportation Blake Ailor - Virginia Department of Transportation Members Absent: Bristol, Virginia Abingdon, Virginia Others Present: Rex Montgomery Tim Beavers Matthew Cox David Metzger Michael Surrett Chase Milner Rocky Warren David Jordon Mike Russell Michelle Christian Randy Dodson Sean Santalla Troy Ebbert Item 1 - Call to Order / Roll Call: A Quorum being present, Chairman Ambre Torbett called the meeting to order at 10:00 a.m., March 12, 2020, in the Ewell L. Easley Annex Building, Bristol, Tennessee. Item 2 - Approval of Minutes: Supervisor McCall moved to adopt the minutes of February 6, 2020 as submitted; seconded by Blake Ailor; motion carried unanimously. Item 3 - Comments from the Public: None Item 4 – Amendment #3 to the FY 2020-2023 Transportation Improvement Program: [Presented by Rex Montgomery] The FY 2020-2023 Transportation Improvement Program was adopted by the MPO in November 2019 and has been approved by the Federal Highway Administration and Federal Transit Administration. At that time, Virginia’s project funding was based on the FY 2018-2021 State Transportation Improvement Program (STIP). Currently, Virginia is in the process of developing a new STIP for the program years 2021--2024. As a result, Amendment #3 to the MPO’s TIP represents incorporation of the projects and funding allocations from the new FY 2021-2024 STIP for the Virginia Department of Transportation and Virginia Department of Rail and Public Transportation. The Board reviewed the major projects from the FY 2021-2024 STIP including highway, bridge, transit, and transportation enhancements programmed for funding. There being no additional discussion, Ronda Sawlyer moved to adopt Amendment #3 to the FY 2020-2023 Transportation Improvement Program; seconded by Supervisor McCall; motion carried unanimously. Item 5 – TDOT I-40/I-81 Corridor Study Troy Ebbert (TDOT) provided a presentation of the on-going Interstate 40/81 Corridor Study being conducted by TDOT. The study is in the initial stages and public input is being solicited. Mr. Ebbert also provided a review of the findings for the Interstate 26 study, which is being finalized for publication. Item 6 – Other Matters Sean Santalla, with the Tennessee Division of the Federal Highway Administration, introduced himself and thanked the Executive Board members for their participation in the metropolitan planning process. Item 7 - Adjournment: There being no further business to discuss, the meeting was adjourned.
