Bristol Tennessee Parks & Recreation Advisory Board Meeting October 19, 2017 6:00pm Present: Susie Chandler David Akard Sherry Willinger Curt Rutherford George Laoo Mahlon Luttrell Absent: Chris Connally Ginny Senter Jason Booher Bennett Cowan Staff: Terry Napier April Norris Taylor Harmon I. Call to Order – The Parks and Recreation Commission meeting was called to order at 6:08pm by Chairman, David Akard. II. Approval of August 10, 2017 Minutes – Curt Rutherford made a motion to approve the minutes. Susie Chandler seconds the motion. All in favor, motion passes. III. Introduction of New Member – Mahlon Luttrell IV. Introduction of Recreation Programmer – Taylor Harmon V. Old Business A. Nature Center Expansion – Facility Tour. B. Comprehensive Trails and Greenways Plan - $650,000 grant was given for sidewalks that will go from Virginia Ave to East Cedar. Community Development had applied for another grant that would be used for sidewalks that would start at Lavender Lane to Vance Middle School. Terry has requested that the commission make a recommendation to City Council on what section of the Trails and Greenways Plan to start on first. After much discussion the commission settled on two sections • 1A Rooster Front to Avoca (6) • 1B Rooster Front to Downtown (7) David Akard makes the motion to suggest to council to make 1A Rooster Front to Avoca (6) the starting point for the Comprehensive Trails and Greenways Plan. Sherry Willinger seconds the motion, all commissioners are in favor. Motion is approved and Terry will draft a memo to City Council making this recommendation. VI. New Business A. Second Student position approved by City Council - Terry advised that the commission will be adding another Tennessee High school student in their junior year who will serve two years on the commission. B. City Council member appointment to Parks Commission Approved – Councilwoman Lea Powers will start attending the Parks and Recreation Commission meetings. VII. Staff Comments: None VIII. Board Comments: Sherry Willinger is pleased that the commission was able to reach a decision on the recommended starting point for the Comprehensive Trails and Greenways Plan. Susie Chandler advised that she was appreciative of the new lines painted on the bridges and the Greenway being swept. Mahlon Luttrell expressed his excitement on being a part of the commission and he will be researching the parks. Curt Rutherford spoke about a partnership with the THS Graphic Arts class. This partnership would allow the class to aid in the design work for the signage needed to enhance the bike path signage. IX. Next Meeting: November 9, 2017 at 6pm at the Slater Community Center. X. Adjourned: David Akard made the motion to adjourn the meeting and Susie Chandler seconds the motion. Meeting adjourned at 7:40 pm. ________________________ Terry Napier, Director
