Subject: Consideration of an Intergovernmental Agreement Between Riverside
School District 96 and the Village of Brookfield to Share Facilities
Background Information:
The Village approached District 96 in early 2021 on the topic of sharing costs for crossing
guards provided to Hollywood School. Currently, the Village hires, trains and pays 100% of the
salaries to all crossing guards. The Village requested that District 96 consider an IGA similar to
what we currently have with D103 and D95 that provides reciprocal shared service with facility
access in lieu of paying for crossing guard training and salaries. In addition, District 96
currently splits these costs for the same services with the Village of Riverside.
The District 96 Board directed the Superintendent to meet with Village staff to develop an IGA
that would provide for the sharing of District facilities with the Village in lieu of paying for
crossing guard services. After meeting with the Superintendent of District 96, staff identified
facility usage items including:
• Summer access of new multi-purpose space and gym at Hollywood Elementary that will
allow the Village to house our newly implemented Kindergarten Enrichment day camp
and K-1st day camp
• School year access to Hollywood Elementary for recreation programming up to 3days a
week when no other conflicts exist.
In exchange for the above facility access, the Village will continue to hire, train, and pay for
crossing guards provided to Hollywood Elementary School.
Recommendation(s):
Staff recommends Board approval for an Intergovernmental Agreement between Riverside
School District 96 and The Village of Brookfield for facility access to Hollywood Elementary
School beyond school hours to provide programming in exchange for crossing guard services
in hiring, training and scheduling staff.

Subject: Review of SeeClickFix Request Management Software
Background Information:
In the Village Board's Strategic Plan, the Board has prioritized the increased use of technology
to improve operational efficiencies and customer service throughout Village operations. One
of the most commonly used services are requests made to the Public Works Department. As
presented to the Board previously(attached), the current process for these requests is
cumbersome and obsolete, with the use of paper forms completed after phone or email
requests are submitted. The Village Manager's Office partnered with the Public Works
Department to evaluate options to digitize and improve this paper based workflow. As a result,
staff has selected and begun to implement SeeClickFix, a request management software that
will streamline the workflow of Public Works and vastly improve customer service and the
experience of the public when engaging with the Village.
Specifically, SeeClickFix is a platform with web and mobile capabilities which allows the public
to submit and track requests sent to the Village for completion. The public will have the
opportunity to submit the most common requests currently received by Public Works by
downloading the SeeClickFix app and selecting Brookfield as their community. They can also
submit via a web portal on the Village's website. Once submitted, the requests will be routed
directly to the responsible division at Public Works. Submitters can receive notifications of
request confirmation, status changes and specific comments made by the crew working on the
requests. Additionally, Village staff can create requests for the public when calls are made,
this ensures that every request made to public works is tracked digitally, creating a streamlined
workflow and searchable database over time.
Today, the Assistant Village Manager will provide a brief visual overview of the system, the
way it will work internally and how the public can utilize the system.

Re: Request for Service Tracking Software in Fiscal Year 2021 Budget
The Public Works Department currently processes service requests through two methods. First, there is a
“Public Works Service Request” page on the Village website (Image 1) which allows for residents to submit
information regarding their service request. When submitted, this form generates into an e-mail that is sent to
the Public Works Department which is then printed and provided to the various departmental Foreman for
completion by their respective crews. The second method is the completion of a paper form (Image 2) which is
filled-out by the foreman and assigned to the respective crews.
Both methods are cumbersome, inefficient and create document and record management liabilities. The
current methods available to Public Works and other Village Departments effect the efficiency of day-to-day
operations, create difficulties with tracking completed work and do not lend themselves to a customer service
driven approach. Additionally, it is not conducive to the Village’s long-term goal of digitizing documents and
increasing efficiency through the use of technology.
As it pertains to operational inefficiency, the paper processes create duplicative work for data entry and record
keeping for future reference. The request must first be submitted, reviewed by Department Administration, and
eventually passed on to the Foreman. Sometimes the e-mail form is re-written onto a paper service request
form so it is more easily filed. Then, the request gets completed and returned to Department Administration for
filing. In order to search for historical records, staff must sift through the years of paper requests and hope to
find an available record. Presumably, at some point in this process the resident should also get notified of the
service request status.
Ultimately, there are available service request solutions that solve the problems created by obsolete paper
processes. The available solutions optimize workflow, minimize paper documentation, increase operational
efficiency, and increase customer service. With a digital service request software, Village staff can deploy
mobile and web applications that are created to allow customers to submit requests that are specifically pre-
routed to the correct respondent. This service will be used across departments when phone calls and e-mail
“help” requests are submitted to the Village as well. Those requests can be monitored by management and
have embedded escalations that notify pre-selected individuals when certain items have not been completed in
a timely fashion. The requests can then be responded to by teams in the field. There is no longer a need to
print a form, fill-out the information and pass it on through the various steps. Additionally, these systems include
automated messaging that notifies customers when a request has been submitted, received, and provide
progress updates and completion status.
A digital service request system increases operational efficiency by minimizing wasteful steps in the workflow.
The requests are indexed and stored in a database that allows flexibility for staff to search via a variety of fields.
It will reduce response time on document requests and allow for data driven approaches to service delivery.
The available data will provide management the opportunity to evaluate the Department’s operation and
allocate resources as needed (i.e. assessing where water mains break the most, what type of requests are
most common etc.).
Staff estimates that the licenses for a service tracking software will cost approximately $6,000 annually. It is

NUISANCES" AND VARIOUS CHAPTERS OF THE CODE OF ORDINANCES OF
THE VILLAGE OF BROOKFIELD, ILLINOIS
WHEREAS, the Village of Brookfield (the “Village”) is authorized by the Illinois
Municipal Code, (65ILCS 5/1-1-1, et seq.) to adopt necessary ordinances that pertain to
its government and affairs and that protect the health, safety, and general welfare of the
citizens of the Village of Brookfield; and
WHEREAS, it has been determined by a majority of the corporate authorities of
the Village that it is both desirable and necessary to amend the Code of Ordinance of
the Village of Brookfield;
NOW, THEREFORE, BE IT ORDAINED, by the President and the Board of
Trustees of the Village of Brookfield, Illinois, as follows:

place in the village.
(b) The establishment of an inter-track wagering location is prohibited within
that area over which the village board possesses zoning authority. Pursuant to
state law, no state license may, therefore, be issued to conduct inter-track
wagering within the zoning jurisdiction of the village.

Section 11: Section 60-19 entitled “Definition” of Division 1 entitled “Generally”
of Article II entitled “Taxicabs” of Chapter 60 entitled “Vehicles for Hire” of the Code of
Ordinances, Village of Brookfield, Illinois, as amended, is hereby further amended to
read as follows:
Sec. 60-19. - Definition.
Any vehicle licensed to transport passengers, other than that drawn by animal
power, used for transporting not more than seven passengers, for which a fee
is charged, shall, for the purpose of this chapter, be considered a taxicab.
No person shall use any abusive, threatening, insulting, indecent, profane or
obscene language, or languages calculated to occasion a breach of the peace, nor be
guilty of any indecent act or behavior in the park system.Section 12: Repealer.
Any ordinance or portion of any ordinance in conflict with the provisions of this

ordinance is repealed solely to the extent of said conflict.
Section 13: Severability. If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held invalid or unconstitutional by
any court of competent jurisdiction, such portion shall be deemed a separate, distinct
and independent provision; and such holding shall not affect the validity of the
remaining portions hereof.
Section 14: Effective Date. This ordinance shall take effect upon its
passage, approval and publication in pamphlet form.

Sec. 10-55. Female animals in heat.
The owner or keeper of any female animal shall not permit or suffer the animal, while in heat, to be upon
any sidewalk, street, parkway, alley, or other public place, or upon any private premises, other than the premises
of the owner or keeper, or, if outdoors, within a fully enclosed fenced area.

Sec. 36-46. Spitting on streets, sidewalks and other public places.
It shall be unlawful for any person to expectorate in or on any street sidewalk, depot platform, or on the
floor or wall of any public railway car, hall or other public building.

Sec. 36-123. Fortunetelling, spiritualism, and related practices.
(a) Any person who shall obtain any money or property from another in the name of, or by means of, spirit
medium-ship, palmistry, card reading, astrology, seership or like crafty science, or fortunetelling of any kind
shall be guilty of a misdemeanor.
(b) It shall also be unlawful for any person to hold or give any public or private meeting, gathering, circle or
seance of any kind in the name of spiritualism or of any other religious body, society or denomination, and
therein practice or permit to be practiced fraud or deception of any kind.

Sec. 36-124. Disturbing lawful assemblies.
It shall be unlawful for any person to disturb any congregation or assembly met for worship or any other
lawful purpose, by making noise or by rude and indecent behavior or profane language within the place of such
assembly or so near the same as to disturb the order of the meeting.

Sec. 36-126. Loitering in public places.
No person shall obstruct or encumber any street corner, railroad depot or platform or other public place in
the village by lounging or loafing in or about the same after being requested to move on by any police officer. Any
person violating this section shall be subject to a fine of not less than $25.00 or more than $750.00.

Sec. 36-205. Gambling prohibited.
(a) Except for video gaming terminals licensed by the state gaming board and the village, as defined in section 6-
201 of this Code, it shall be unlawful for any person to conduct or to permit any gaming, gambling or other
games of chance within any store or public place in the village or to conduct or to permit any person to play
for money or any other article of value with cards, dice, checks, tickets or books which may be used for
winning or losing money, or any other article or thing of value within any store or public place in the village.
(b) The establishment of an inter-track wagering location is prohibited within that area over which the village
board possess zoning authority. Pursuant to state law, no state license may, therefore, be issued to conduct
inter-track wagering within the zoning jurisdiction of the village.

Sec. 36-207. Off-track betting messenger services prohibited.
No person or corporations located within the corporate limits of the village may solicit, for the purpose of
taking wagers, or directions on how to make any specific wager at a legal horse racing track. All persons in the
village are specifically prohibited from going to any horse racing track, and there placing a wager for the purpose of
making a fee by acting as the messenger or agent of an absentee bettor.

Sec. 36-434. Discharge of projectiles prohibited.
No person shall fire, discharge, set off or use within the limits of the village any firearm, air rifle, bean
shooter, slingshot or any other instrument or machine from which a missile is discharged or hurled; provided,
however, that, this section shall not be construed to prohibit the discharge of a firearm by any officer of the law in
the performance of his duty or by any citizen on his current dwelling-place property in accord with the justifiable
use of force in defense statutes, codified at 720 ILCS 5/7-1, 2.

Sec. 36-555. Posting on private structures abutting street or constructed on street line.
No advertising board or sign shall be attached to the side of any private structure or building abutting the
street in such manner that any portion of such board or sign projects into the street, and no person shall paste,
post or fasten any handbill, poster, advertisement or notice of any kind whatsoever, or any advertising board or
sign, upon the side of any private structure or building which is constructed on the street line.
