Background Information:
The Village has a Property Improvement Program (PIP) which is a grant program provided by the Village to
properties within a Tax Increment Financing (TIF) District. The program is intended to assist both property owners
and tenants make improvements to the exterior of their property. Over time, the program intends to assist private
property owners beautify the Village’s commercial areas. The grant is a 50/50 reimbursement for qualified
projects.
Betty’s Flowers and Gifts located at 9138 Broadway Avenue submitted a PIP grant application to install a new wall
sign and awning. The business is located within the 8 Corners TIF District and is eligible for the grant program.
Proposed Scope of Work
The proposed signage at Betty’s Flowers and Gifts has white facelit channel letters with a red aluminum backer.
The proposed awning matches the signage and provides overall façade improvements as well as enhancing the
entryway for patrons.
There is an existing sign on the roof which does not meet the Village’s sign code and exceeds the square footage
of allowed signage. Staff recommends the property owner either seek a Variance to allow the sign or remove it.

Subject: Presentation of a Draft Ordinance to Establish a Brookfield Economic
Development Commission
Background Information:
At the April 25th, 2022 Committee of the Whole Meeting, staff presented the Village Board with
a concept to establish a Brookfield Economic Development Commission. This item was
introduced as a critical objective identified by the Village's Economic Development
Coordinator, Cindy Klima, in the proposed Economic Development Plan.
As discussed, an Economic Development Commission will benefit the Village by establishing a
formal means to discuss, review and advance the economic development of the Village.
Specifically, the Commission's work would include projects that build momentum on economic
development initiatives and track implementation of the proposed Economic Development
Plan. Similar to other Village commissions, the Economic Development Commission will serve
as an advisory commission to the Village Board.
The proposed ordinance would approve a code amendment establishing the Economic
Development Commission. The commission would consist of nine members appointed by the
Village President subject to the confirmation by the Village Board and would serve staggered
three-year terms. The members will be comprised of owners or senior managers in various
professional sectors as detailed below;

(2) Retail Establishment
(1) Tourism/Attraction

(1) Chicago Zoological Society
(1) Brookfield Chamber of Commerce
The Director of Community Development would serve as the staff liaison with support provided

ORDINANCE 2022 –
AN ORDINANCE AMENDING CHAPTER 2 ENTITLED “ADMINISTRATION” OF THE
CODE OF ORDINANCES OF THE VILLAGE OF BROOKFIELD, COOK COUNTY,
ILLINOIS ESTABLISHING AN ECONOMIC DEVELOPMENT COMMISSION
WHEREAS, the corporate authorities of the Village of Brookfield (the “Village”)
determine it is advisable, necessary and in the public interest that the Village establish
an Economic Development Commission to serve as advisors to the corporate
authorities of the Village;
NOW, THEREFORE, BE IT ORDAINED by the Board of Trustees of the Village
of Brookfield as follows:
Section 1: Chapter 2 Entitled “Administration” of the Code of Ordinances of
the Village of Brookfield is hereby amended to establish an Economic Development
Commission.
Section 2: Section 2-423 entitled “Designated” of Division 1 entitled
“Generally” of Article VI entitled “Committees, Boards, Commissions, and Other Village
Bodies” of Chapter 2 entitled “Administration” of the Code of Ordinances of the Village
of Brookfield, Cook County, Illinois, as amended, is hereby amended to read as follows:
The following village boards, commissions and committees shall be appointed or
elected and shall have the duties specifically prescribed by state statute and by
this Code and other village ordinances:
Sec. 2-423. Designated.
The following village boards, commissions and committees shall be
appointed or elected and shall have the duties specifically prescribed by state
statute and by this Code and other village ordinances:
(1) Police pension board.
(2) Fire pension board.
(3) Board of fire and police commissioners.
(4) Library board.

(5) Planning and zoning commission.
(6) Playground and recreation board.
(7) Electrical commission.
(8) Board of local improvements.
(9) Public safety committee.
(10) Conservation commission.
(11) Historical commission.
(12) Ethics commission.

(14) Fair housing advisory committee.
(15) Planning, zoning and economic development committee.
(16) Special events committee.
(17) Economic Development Commission
Section 2: Division 13 entitled “Reserved” of Article VI entitled “Committees,
Boards, Commissions, and Other Village Bodies” of the Code of Ordinances, Village of
Brookfield, Illinois, as amended, shall be and is hereby deleted in its entirety and further
amended to read as follows:
DIVISION 13. - Economic Development Commission.
Sec. 2-876. Creation.
The Village has created an Economic Development Commission for the promotion of
the new and continued economic growth and vitality of the Village.
Sec. 2-877. Membership; compensation; qualifications; chairperson.
(A) The Economic Development Commission shall be comprised of nine members,
appointed by the president with the consent of the village board of trustees and shall
serve without compensation.
(B) The nine members shall be comprised of owners or senior management
representing various professional sectors as follows:
(i) one restaurant;
(ii) one real estate;
(iii) one service;
(iv) two retail establishments;
(v) one tourism/attraction;

(vi) one finance;
(vii) one Chicago Zoological Society; and
(viii) one Brookfield Chamber of Commerce.
(C) Members shall serve for three-year staggered terms, so that approximately one-
third of the membership shall be subject to reappointment each year. The first
appointed members shall establish terms of one, two and three years by lot so
that they will be serving for staggered terms. The terms will run from the date of
appointment.
(D) Failure to attend Economic Development Commission meetings for four
consecutive months, unless excused by the Chairman for good cause, shall, after
notice to the member, constitute resignation from the Economic Development
Commission. The Economic Development Commission shall notify the village
president and the board of trustees that there is a vacancy to be filled.
Section 2-878. Powers and Duties.
The Economic Development Commission shall have the following powers and duties:
(A) To establish, maintain and promote communication among the Village,
other government agencies, businesses, business, trade and industry
organizations and other local organizations and institutions, for the
purpose of maintaining and improving the economic health of the Village;
(B) To recommend to the Village board of trustees those actions and
programs that will serve to carry out the purpose of the Economic
Development Commission;
(C) To submit to the Village board of trustees, on or before January 15 of each
year, a report on the economic state of the Village;
(D) To elect from its members a Chairman and Vice Chairman; and
(E) To perform such other duties as the Village board of trustees may direct.
Section 2-879. Meetings and Rules of Order and Procedure.
The Chairman or Vice Chairman, in the absence from the Village of the Chairman, shall
call meetings; meetings shall be held at such times and places as the Economic
Development Commission deems advisable, but in no event less than once per
calendar quarter. The Economic Development Commission may provide for its own
rules of order and procedure. Robert's Rules of Order, latest edition, shall govern the

conduct of Economic Development Commission meetings except to the extent modified
by the Economic Development Commission's own rules.
Section 3: If any provisions or portion of this ordinance or its application to any
person, entity or property is held invalid, such invalidity shall not affect the application or
validity of any other provisions or portions of this ordinance; and, to that end, all
provisions and portions of this ordinance are declared to be severable.
Section 4: This ordinance shall be in full force and effect from and after ten
days (10) days following its passage, approval and publication in pamphlet form as
provided by law.
