BROOKFIELD CITY COUNCIL MEETING August 23, 2022 5:30 PM – City Hall I. Call to Order The members of the Brookfield City Council met August 23, 2022. The meeting was called to order by Mayor Lonnie Trentham at 5:30 p.m. at City Hall. II. Pledge of Allegiance III. Roll Call Council members present: Lonnie Trentham, Sarah Wessing, Richard Techau, Jack Forbes, Paul Frey. Also, present Dana Tarpening, City Manager; Adam Warren, City Attorney, and Joel Dixon, Chief of Police. IV. Approval of Minutes A motion was made by Wessing, seconded by Techau, to approve the July 2022 minutes. Motion carried 5-0. V. Monthly Financial Report A motion to approve the July 2022 financials were made by Techau, seconded by Wessing, and carried 5-0. VI. Public Hearing – 2022 Tax Levy Mayor Trentham called the public hearing to order. The 2021 levy was $1.5201; the 2022 levy is proposed at $1.5383. There were no comments or objections. Mayor Trentham closed the public hearing. VII. Old Business None VIII. New Business A. Discussion with Main Street Connection Board Nancy Saccaro, President of Main Street Connection Board, spoke on behalf of the committee. She reported four board members attended a conference in Kansas City recently in reference to Main Street. The Board asked Council if a decision had been made since last month’s council meeting in reference to assistance with funding. City Manager Tarpening stated the City is in the process of preparing the budget for 22-23. The Council is mindful of the request of the Main Street Board and will consider it, if feasible financially, in the budget. Tarpening reiterated Council is supportive of this committee’s efforts. Becky Cleveland, Director of BAGP, spoke on the much-needed support for Main Street and mentioned challenges they are facing. Katelynn Galloway, member of the Main Street committee thanked the Council for having them again and appreciates the Council’s support. Marcia Cunningham, member of the Main Street committee asked for strong support of Council. Richard Steele, resident, stated he is aware of the BAGP and asked Council to be mindful of the funds being requested by the Main Street Committee. B. Consideration of an Ordinance concerning the 2022 tax levy City Manager Tarpening stated the ordinance is a formality to approve the 2022 tax levy at $1.5383. A motion was made by Wessing, seconded by Techau to read Bill #22-02 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Techau, seconded by Frey to read Bill #22-02 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-02, to be known as Ord. #22-02, was made by Forbes, seconded by Frey, and carried 5-0. C. Consideration of bank bids FY 2022-2024 The City received bids from Citizens Bank, First Missouri and Regional Missouri. City recommends the bid from First Missouri for an additional 2 years as they provided the best rates. A motion was made by Wessing, seconded by Techau to approve the bid from First Missouri, motion carried 5-0. D. Consideration of audit bids FY 2022-2025 The City received one bid from John, Gillum, CPA, Kirksville. A motion was made by Frey, seconded by Forbes, to approve the bid from John Gillum for an additional 3 years. E. Consideration of a Resolution concerning Financial Disclosures This is a Resolution required by State of Missouri. A motion to approve Bill #22-03, to be known as Resolution #22-01, was made by Techau, seconded by Wessing, and carried 5-0. F. Recommendation from the Board of Adjustment A request from Turnberry Developers, LLC (Halls of Brookfield project) was presented to Board of Adjustment for a conditional use permit with parking variance of 13 ft. front  setback for a 40-unit senior housing complex and a variance to reduce parking to 1.2 space/unit vs. 2 spaces/unit. A motion to approve the request of Turnberry Developers, LLC was made by Techau, seconded by Frey, and carried 5-0. G. Proclamation – Constitution Week, September 17-23 Mayor Trentham read the Proclamation declaring September 17-23, 2022, as Constitution Week IX. Comments from Citizens None X. Miscellaneous matters from the City Manager None XI. Miscellaneous matters from the City Council None XII. Adjournment to convene into closed session pursuant to Section 610.021 (1), (2), (3) relating to litigation, real estate, and personnel. Techau – Yes Forbes – Yes Wessing – Yes Frey – Yes Trentham – Yes Motion to adjourn the meeting was made by Techau and seconded by Wessing. Motion carried 5-0. Meeting adjourned at 6:20 p.m.
