BROOKFIELD CITY COUNCIL MEETING September 27, 2022 5:30 PM, CITY HALL I. Call to Order The members of the Brookfield City Council met September27, 2022. The meeting was called to order by Mayor Lonnie Trentham at 5:30 p.m. at City Hall. II. Pledge of Allegiance III. Roll Call Council members present: Lonnie Trentham, Sarah Wessing, Paul Frey, Richard Techau, and Jack Forbes. Also present: Dana Tarpening, City Manager, Donna Barger, City Clerk, Adam Warren, City Attorney, and Police Chief, Joel Dixon. IV. Approval of Minutes A motion made by Wessing seconded by Frey to approve the August, 2022 minutes. Motion carried 5-0. V. Monthly Financial Report A motion to approve the August, 2022 financials were made by Techau, seconded by Forbes and carried 5-0. I. Boards & Commissions A. Park Board With consensus of the Council, Mayor Trentham appoints Elise Parkin and Cheyenne Graff to the Board replacing Rick Steele and Chad Heaney. Terms to expire October 2023. II. Old Business None III. New Business A. Discussion with Main Street Connection Board Katelyn Galloway, spokesperson for the Main Street board, requested an update on available funding from the City. City Manager Tarpening informed the board, upon approval of the 2022-2023 budget, the City budgeted $25,000 toward the Connection’s Main Street improvements. City Attorney Warren will draft an agreement between the City and the Board after budget approval. B. Consideration of an Ordinance concerning an Agreement between Crawford, Murphy & Tilly, Inc., and the North Central Missouri Regional Airport Authority acting on behalf of the City of Brookfield and City of Marceline. A motion was made by Wessing, seconded by Forbes to read Bill #22-04 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Wessing to read Bill #22-04 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-04, to be known as Ord. #22-03, was made by Techau, seconded by Forbes, and carried 5-0. C. Consideration of an Ordinance concerning 2022-2023 budget A motion was made by Wessing, seconded by Techau to read Bill #22-05 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Techau to read Bill #22-05 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-05, to be known as Ord. #22-04, was made by Techau, seconded by Wessing, and carried 5-0. D. Consideration of an Ordinance concerning water and sewer rates A motion was made by Frey, seconded by Techau to read Bill #22-06 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Techau, seconded by Frey to read Bill #22-06 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-06, to be known as Ord. #22-05, was made by Wessing, seconded by Frey, and carried 5-0. E. Consideration of an Ordinance concerning an Agreement with Lewis & Wallace C.P.A., P.C A motion was made by Wessing, seconded by Forbes to read Bill #22-07 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Techau, seconded by Frey to read Bill #22-07 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-07, to be known as Ord. #22-06 was made by Techau, seconded by Wessing, and carried 5-0. F. Consideration of an Ordinance concerning an Agreement for legal services with Adam Warren  A motion was made by Techau, seconded by Frey to read Bill #22-08 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Wessing to read Bill #22-08 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-08, to be known as Ord. #22-07, was made by Frey, seconded by Forbes, and carried 5-0. G. Consideration of an Ordinance concerning an Employment Agreement with Dana Tarpening A motion was made by Wessing, seconded by Techau to read Bill #22-09 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Wessing, seconded by Techau to read Bill #22-09 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #22-09, to be known as Ord. #22-08, was made by Forbes, seconded by Frey, and carried 5-0. IV. Comments from Citizens Gary Jackson, 605 W. Dake, Rodney Martin, 845 Strawbridge and Linda Packham, 608 Smith addressed their concerns of the overgrown grass regarding the lot located at the 800 block of Pettijohn. V. Miscellaneous matters from the City Council Mayor Trentham, speaking on behalf of of the Council and the City, recognized City Manager Tarpening for her 45 years of service. VI. Miscellaneous matters from the City Manager Tarpening thanked the Council and it’s residents for the recognition. An update was given of the dead Ash tree removal and tree replacement in the Twin Parks. Motion was made by Techau and seconded by Wessing to adjourn. Meeting adjourned at 6:05 pm. Copies of all proposed ordinances and resolutions are available for public inspection prior to the council meeting at the office of the City Clerk in the Municipal Building.
