BROOKFIELD CITY COUNCIL MEETING September 26, 2023 5:30 PM, CITY HALL I. Call to Order The members of the Brookfield City Council met September 26, 2023. The meeting was called to order by Mayor Lonnie Trentham at 5:30 p.m. at City Hall. II. Pledge of Allegiance III. Roll Call Council members present: Lonnie Trentham, Sarah Wessing, Paul Frey, Richard Techau, and Jack Forbes. Also present: Dana Tarpening, City Manager, Donna Barger, City Clerk, Adam Warren, City Attorney, and Police Chief, Joel Dixon. IV. Approval of Minutes A motion made by Techau seconded by Wessing to approve the August, 2023 minutes with the correction of Frey’s absence. Motion carried 5-0. V. Monthly Financial Report June, July, and August financial reports were tabled. I. Old Business None II. New Business A. Consideration of an Ordinance concerning an Agreement Amendment between the Missouri Highways and Transportation Commission, and the North Central Missouri Regional Airport Authority acting on behalf of the City of Brookfield and City of Marceline. A motion was made by Forbes, seconded by Wessing to read Bill #23-10 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Techau, seconded by Wessing to read Bill #23-10 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-10, to be known as Ord. #23-07, was made by Forbes, seconded by Techau, and carried 5-0. B. Consideration of an Ordinance concerning 2023-2024 budget A motion was made by Frey, seconded by Wessing to read Bill #23-11 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Wessing, seconded by Forbes to read Bill #23-11 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-11, to be known as Ord. #23-08, was made by Frey, seconded by Wessing, and carried 5-0. C. Consideration of an Ordinance concerning water and sewer rates A motion was made by Techau, seconded by Frey to read Bill #23-12 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Forbes, seconded by Wessing to read Bill #23-12 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-12, to be known as Ord. #23-09, was made by Techau, seconded by Wessing, and carried 5-0. D. Consideration of an Ordinance concerning an Agreement with Lewis & Wallace C.P.A., P.C A motion was made by Wessing, seconded by Frey to read Bill #23-13 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Wesing to read Bill #23-13 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-13, to be known as Ord. #23-10 was made by Techau, seconded by Forbes, and carried 5-0. E. Consideration of an Ordinance concerning an Agreement for legal services with Adam Warren A motion was made by Wessing, seconded by Techau to read Bill #23-14 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Wessing to read Bill #23-14 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-14, to be known as Ord. #23-11, was made by Techau, seconded by Wessing, and carried 5-0. F. Consideration of an Ordinance concerning an Employment Agreement with Dana Tarpening A motion was made by Forbes, seconded by Wessing to read Bill #23-15 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Wessing, seconded by Techau to read Bill #23-15 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-15, to be known as Ord. #23-12, was made by Frey, seconded by Techau, and carried 5-0. G. Consideration of an Ordinance concerning an Agreement between Brookfield Community Betterment Inc. and the City of Brookfield A motion was made by Techau, seconded by Frey to read Bill #23-16 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Wessing to read Bill #23-16 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-16, to be known as Ord. #23-13, was made by Forbes, seconded by Wessing, and carried 5-0. H. Consideration of an Ordinance concerning an Addendum Agreement between the City of Brookfield and GFL Environmental Inc. A motion was made by Forbes, seconded by Wessing to read Bill #23-17 for the first time by title only, motion carried 5-0. Bill was read. A motion was made by Frey, seconded by Techau to read Bill #23-17 for the second time by title only, motion carried 5-0. Bill was read. A motion to pass Bill #23-17, to be known as Ord. #23-14, was made by Techau, seconded by Forbes, and carried 5-0. III. Comments from Citizens Katelyn Galloway, 125 Lomax, addressed Council along with residents in the neighborhood regarding the property nuisance at 117 Lomax. Cheyenne Graff, BAGP President, addressed Council regarding the request for funding needed for engineering services for downtown development. IV. Miscellaneous matters from the City Manager None V. Miscellaneous matters from the City Council None Motion was made by Frey and seconded by Techau to adjourn into closed session pursuant to Section 610-021 (1) Litigation. Techau - yes Forbes - yes Wessing - yes Frey - yes Trentham - yes Motion to adjourn the meeting was made by Wessing and seconded by Frey. Motion carried. Meeting adjourned at 6:15 pm. Copies of all proposed ordinances and resolutions are available for public inspection prior to the council meeting at the office of the City Clerk in the Municipal Building.
