OFFICIAL MINUTES OF A BOARD OF PUBLIC WORKS: Regular / Special Meeting: Board of Public Works Date and Time: Tuesday, April 13, 2021 at 7:00pm Location: City Hall, 2000 N. Calhoun Road, Council Chambers Members Present: Alderman Rick Owen-Chairman, Alderman Chris Blackburn, Alderman Scott Berg (Mayor alt.), Alderman Mike Hallquist Members Excused: Mayor Ponto, Alderwoman Jenna Meza, Alderman Bill Carnell Others Present: Director of Public Works Tom Grisa, City Engineer Jeffrey Chase, Highway Superintendent Mike Hughes 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:25pm. 2. Announcements The next regularly scheduled meeting will be held on Tuesday, May 11, 2021 at 7:00pm. 3. Minutes of the November 10, 2021 meeting Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the minutes of the November 10, 2021 Board of Public Works meeting. Motion carried 4-0. 4. Unfinished Business a) none 5. New Business a) Request to remove parking restrictions on Cottonwood Court. Alderman Rick Owen asked if there will be signs taken down on the adjoining streets. Mr. Grisa responded the signs on the other streets will remain. Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the request to remove parking restrictions on Cottonwood Court. Motion carried 4-0. b) 2020 Highway Statistics Report Alderman Blackburn asked about the increase cost in tree removal. Mike Hughes replied there were many ash trees removed last year. Board of Public Works April 13, 2021 Page 1 of 2 Alderman Berg inquired if there were any changes due to COVID. Mike Hughes replied the only measurable cost was due to sending staff out in individual vehicles resulting in an increased fuel consumption. Alderman Owen noted the recycling center had a record number of visits from residents. Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the 2020 Highway Statistics Report. Motion carried 4-0. c) Award of the 2021 Road Resurfacing project Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the award of the 2021 Road Resurfacing project. Motion carried 4-0. d) Award of the 2021 Road Preservation project – micro resurfacing Alderman Berg questioned if the Road Preservation project is effective. Mr. Chase responded it is difficult to determine in the short time frame since it has begun. The roads that have been treated have held up well. This type of surface sealing has existed for a while and is used widely by other communities. It has been determined to be the most cost effective way to extend the pavement life. Motion by Alderman Mike Hallquist, second by Alderman Scott Berg to approve the award of the 2021 Road Preservation project – micro surfacing. Motion carried 4-0. 6. Adjournment Motion by Alderman Scott Berg, second by Alderman Chris Blackburn to adjourn the meeting at 8:07pm. Motion carried 5-0.
