OFFICIAL MINUTES OF A BOARD OF PUBLIC WORKS: Regular: Board of Public Works Date and Time: Tuesday, May 11, 2021 at 7:00pm Location: City Hall, 2000 N. Calhoun Road, Council Chambers Members Present: Alderman Rick Owen-Chairman, Alderman Chris Blackburn, Alderman Scott Berg (Mayor alt.), Alderman Mike Hallquist, Alderwoman Jenna Meza (by phone) Members Excused: Mayor Ponto, Alderman Bill Carnell Others Present: Director of Public Works Tom Grisa, City Engineer Jeffrey Chase, Highway Superintendent Mike Hughes 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:24pm. 2. Announcements The next regularly scheduled meeting will be held on Tuesday, June 9, 2021 at 7:00pm. 3. Minutes of the April 13, 2021 meeting Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the minutes of the April 13, 2021 Board of Public Works meeting. Motion carried 5-0. 4. Unfinished Business a) none 5. New Business a) Award of the 2021 Epoxy Pavement Marking contract. Mr. Chase advised this is an annual contract. Alderman Hallquist asked where this project will be and if there is a rotation. Mr. Grisa advised the project rotates every three years. This year much f the work is on Calhoun Road to the south. Alderman Berg inquired about how the sealcoating interacts with the pavement marking. Mr. Chase stated the sealcoating is done on local subdivision streets where there is typically no pavement marking. However, he is confident the pavement marking will work over the seal coated streets. Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the award of the 2021 Epoxy Pavement Marking contract. Motion carried 5-0. Board of Public Works May 11, 2021 Page 1 of 3  b) Temporary Easement/Conveyance of Rights to Waukesha County for Moorland Road parcel 105 and 106 Mr. Chase stated Waukesha County is reconstructing Moorland Road and is acquiring property interest from adjacent property owners. Waukesha County is seeking permission from property owners and the City for access to Easement and Conveyance of Rights. Alderman Hallquist inquired about what obligations the City has based on the contract. Mr. Chase replied that the City does not have any obligations as the County project is not in conflict with the City’s utilities. The lump sum owed for the agreement is $0. This is part of the procedure they need to follow when using Federal Funds. Motion by Alderman Scott Berg, second by Alderman Chris Blackburn to approve the temporary easement/Conveyance of Rights to Waukesha County for Moorland Road parcel 105 and 106. Motion carried 5-0. c) Resolution authorizing the Director of Public Works to set speed limits on roads that are under construction Alderman Blackburn asked which roads this will be affected by the Resolution. Mr. Grisa indicated it is primarily for Calhoun Road. In addition, this will insure the Director will not need to seek Board approval for future speed limit controls on roads that are under construction. Motion by Alderman Scott Berg, second by Alderman Mike Hallquist to approve the resolution authorizing the Director of Public Works to set speed limits on roads that are under construction. Motion carried 5-0. d) Temporary Use Agreement with Musson Brothers Construction Co. related to use of city property at Gumina Road to fill with spoil material from the Calhoun Road Reconstruction project Mr. Chase stated the City was approached by Musson Brothers because they are interested in disposing of dirt generated by the Calhoun Road Reconstruction project. Musson Brothers also approached Spring Creek Church who owns a majority of the proposed fill site and they are in the process of coming to an agreement with them. The City owns the southwest corner of the area. The properties will be filled in a way that will increase their value and development potential. Alderman Berg questioned if this in preparation for a proposed development or just a place to put dirt. Mr. Chase responded that it is a place to put the dirt. However, there is a neighborhood plan that the City has adopted for the area that suggests a light industrial park would be a good use for the area. The city has established a TIF district near the area and established utilities. The fill activity will enhance the development potential and will be completed at no cost to the City. Alderman Berg asked if the storm water configuration would change with the addition of the dirt. Mr. Chase said the existing drainage pattern would be maintained and it will level out the property. Motion by Alderman Mike Hallquist, second by Alderman Christopher Blackburn to approve the temporary Use Agreement with Musson Brothers Construction Co. related to use of city property at Gumina Road to fill with spoil material from the Calhoun Road Reconstruction project. Motion carried 5-0. e) Spring Creek Church Driveway agreement Mr. Chase advised Spring Creek Church is asking for a modified driveway be constructed on City property to improve inbound safety and efficiency. It may also serve to implement a future public road extension of Springdale Road in agreement with the City’s adopted neighborhood plan. Board of Public Works May 11, 2021 Page 2 of 3 Alderman Berg asked if this was on the engineering/planning department’s long-range plan. Mr. Grisa indicated it is on the Waukesha County long-range plan. Mr. Chase added that Springdale Road may be extended to Lannon Road. Motion by Alderman Scott Berg, second by Alderman Mike Hallquist to approve the Spring Creek Church Driveway agreement. Motion carried 5-0. f) Street Lighting Policy Alderman Berg asked what determines the ownership switch from the City to County for street lighting. Mr. Grisa stated that when the County takes ownership of the road they take over ownership of the lighting at signalized intersections. The City maintains the corridor lighting (if any) and leases on lighting at non-signalized local road intersections. Alderman Hallquist asked how the City determines what lighting to use for intersections. Mr. Grisa responded that there are many factors such as road classification for both streets, number of pedestrians, pedestrian facilities, transit, bicycle facilities and adjacent land uses – residential and commercial. Motion by Alderman Mike Hallquist, second by Alderman Christopher Blackburn to approve the Street Lighting Policy. Motion carried 5-0. 6. Adjournment Motion by Alderman Jenna Meza, second by Alderman Christopher Blackburn to adjourn the meeting at 8:18 pm. Motion carried 5-0.
