OFFICIAL MINUTES OF A BOARD OF PUBLIC WORKS: Regular: Board of Public Works Date and Time: Tuesday, July 13, 2021 at 7:00pm Location: City Hall, 2000 N. Calhoun Road, Council Chambers Members Present: Alderman Rick Owen-Chairman, Alderman Chris Blackburn, Alderman Scott Berg (Mayor alt.), Alderman Mike Hallquist, Alderwoman Jenna Meza Members Excused: Mayor Ponto Others Present: Director of Public Works Tom Grisa, Alderman Bill Carnell, Alderman Mike Jurken, Alderman Brad Blumer 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:20pm. 2. Announcements The next regularly scheduled meeting will be held on Tuesday, August 10, 2021 at 7:00pm. 3. Minutes of the May 11, 2021 meeting Motion by Alderman Chris Blackburn, second by Alderwoman Jenna Meza to approve the minutes of the May 11, 2021 Board of Public Works meeting. Motion carried 5-0. 4. Unfinished Business a) none 5. New Business a) Review of 5-year capital improvements plan for public works equipment, storm sewers and bridges, bike paths/ sidewalks and roads Alderman Mike Hallquist questioned why the Enterprise Avenue Bridge is receiving federal funds. Mr. Grisa responded that the rating was low enough that the City now qualified for funding. The funding will cover 20 percent of the total cost. The City’s share of the project is $300,000. Mr. Grisa added that the horizontal grinder died this year and he is not sure if it is up and running again. A large amount of money is being paid to repair the grinder so the City wants to use it for one more year. Therefore, the replacement will be done in 2023 instead of 2022. Motion carried 5-0. b) Change order for 2021 Road Resurfacing program to add Davidson Road to paving program Mr. Grisa explained that the City has money left in the budget, received good pricing on the resurfacing program and would like to add this road. This is for a mill and overlay. Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to approve the change order for 2021 Road Resurfacing program to add Davidson Road to the paving program. Motion carried 5-0. c) Award of 2021 Asphalt Road Surface Treatment project Mr. Grisa stated that this is the micro surfacing program the City started a few years ago. Corrective Asphalt Materials is the sole distributor of the product and the pricing is similar as in previous years. Alderman Berg asked when the City will know if the product is effective. Mr. Grisa stated the Highway Superintendent has used this product in his previous position and it was effective. Alderman Carnell added that the first area completed still looks good. Motion by Alderman Scott Berg, second by Alderman Chris Blackburn to approve the award of the 2021 Asphalt Road Surface Treatment project. Motion carried 5-0. d) Dedication of roads, streets, and pathway improvements, and a surface water drainage system for Azura Memory Care Motion by Alderman Mike Hallquist, second by Alderwoman Jenna Meza to approve the dedication of roads, streets, and pathway improvements, and a surface water drainage system for Azura Memory Care. Motion carried 5-0. e) Conveyance of access restrictions rights to Waukesha County and affidavit of correction for lot 1 of the North Hills Plat to facilitate the Fox River Bike Trail Alderman Blackburn asked if the County can change how they use the access restriction rights and will it change back to the original terms. Mr. Grisa clarified this allows the County easement rights to build a bike path only. Motion by Alderman Christopher Blackburn, second by Alderwoman Jenna Meza to approve the conveyance of access restrictions rights to Waukesha County and affidavit of correction for lot 1 of the North Hills Plat to facilitate the Fox River Bike Trail. Motion carried 5-0. f) Two party agreement with Waukesha County for reconstruction of Moorland Road with sidewalks Mr. Grisa advised that the City approached Waukesha County regarding installing a sidewalk on Moorland Road when they are reconstructing the road. The County replied that they may be able to fund it with Federal Funds. At the initial design of the sidewalk the estimate was within the budget. Things have changed dramatically and the estimate now exceeds the cap for the project for an estimated cost share at $825,000. The original estimate was $600,000. The new estimate includes emergency vehicle preemption and utility costs which were not in the original estimate. The City is responsible for those costs regardless of whether the sidewalk is built. The costs for the sidewalk and appurtenances is now estimated to cost the City as little as $120,000 or as much as $1.71 million depending on the total cost of the project as it relates to the funding cap. The construction cost is unpredictable at this time. If the sidewalk and retaining wall is not done now, it will most likely not be much more expensive and therefore likely not completed. Board of Public Works July 13, 2021 Page 2 of 3 Alderman Hallquist inquired about the maintenance and expected cost of the wall on an annualized basis. Also, what is the life expectancy? Mr. Grisa replied that the life expectancy is 30 to 40 years. The wall is a post and panel wall which is a basic design. The wall will have soldier piles with concrete made to look like stone in between. There is not much maintenance for 20 to 30 years. However, the wall will eventually need to be replaced. Alderman Carnell ask why the City is considering this project. Mr. Grisa responded that the project is in line with the 2050 Comprehensive Plan which states that bike or pedestrian paths will be placed on all arterial roads. This plan reflects the planning for sidewalks since 1987, when the first bike path / pedestrian pathway plan was adopted by the Council. Alderman Blackburn added if the project was under the cap he would be in favor of the project. However, this is not a value added sidewalk and it comes at a high price. Alderman Carnell commented that this could be something of value for future development. Alderman Berg inquired whether the sidewalk could be added at a later dated. Mr. Grisa replied it could be constructed, however, it would be more costly because it would not be included in a larger project, losing any economy of scale. In addition, inflation will increase the cost. Motion by Alderman Christopher Blackburn, second by Alderwoman Jenna Meza to approve the amended two party agreement with Waukesha County for reconstruction of Moorland Road without sidewalks and walls. Motion carried 3-2. Alderman Rick Owen and Alderman Mike Hallquist voted against. g) Solid waste collection and disposal options Closed session. Motion by Alderman Scott Berg, second by Alderman Mike Hallquist to approve the solid waste collection and disposal option. Motion carried 5-0. 6. Adjournment Motion by Alderman Christopher Blackburn, second by Alderman Rick Owen to adjourn the meeting at 9:58 pm. Motion carried 5-0.
