Regular Meeting of: Board of Public Works

Members Present: Alderman Rick Owen (Chairman), Alderman Christopher Blackburn, Alderman Scott

7/11/2023 - Minutes
1. Roll Call
Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at
7:35pm.
2. Announcements
a. The next regularly scheduled meeting is Tuesday, August 8, 2023 @ 7:00 pm
3. Approval of Minutes
a. Minutes of the June 13, 2023 meeting
Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the
minutes of the June 13, 2023 Board of Public Works meeting. Motion carried 5-0.

5. New Business
a. Award of the 2023 Pathway Maintenance Replacement BP-23-02, PK-23-04, PK-23-06
Alderman Berg asked if this was routine periodic maintenance. Mr. Grisa responded this is the first
time the City is doing periodic maintenance (in this case complete replacement) and this will be an
ongoing yearly project.
Alderman Szews asked if it is possible to micro surface the bike paths. Mr. Grisa said it is not
recommended.
Motion by Alderman Mike Hallquist, second by Alderman Scott Berg to approve the award of
the 2023 Pathway Maintenance Replacement BP-23-02, PK-23-04, PK-23-06. Motion carried 5-0.

b. 2024-2028 Capital Improvement Plan for Bike Paths, Storm Sewers, Bridges and Streets
Mr. Grisa informed the Board the City received a proposed agreement to reconstruct Greenfield Avene
from Brookfield Road to S. 124 th Street. The City will be responsible for 12.5% of the Engineering cost.
This will be a complete replacement of the asphalt. That project would amend the Capital Improvement
Plan.
Motion by Alderman Tom Szews, second by Alderman Chris Blackburn to approve the 2024-
2028 Capital Improvement Plan for Bike Paths, Storm Sewers, Bridges and Streets. Motion
carried 5-0.
c. Commissioner of Railroads
Alderman Hallquist asked if the Railroad was aware the City was making changes. Mr. Grisa said yes,
the City is coordinating with the County to petition the Office of the Commissioner of Railroads.
Motion by Alderman Blackburn, second by Alderman Mike Hallquist to approve the resolution
petitioning the Office of the Commissioner of Railroads for a rehearing on the Commissioner’s
Own Motion for a Determination of the Adequacy of Warning Devices of the SOO Line
Railroad tracks with Barker Road (CTH Y), Brookfield Road, and Springdale Road (CTH SR),
and for an Investigation into an Unauthorized Pedestrian Crossing and Pedestrian Safety
Issues of the SOO Line Railroad tracks with Barker Road (CTH Y) and an Investigation into the
closure of the unauthorized pedestrian crossing of the SOO Line Railroad tracks with Barker
Road (CTH Y) in the City of Brookfield, Waukesha County, Docket Number 9150-RX-629 to
request a determination that installation of medians at the railroad crossings of Brookfield
Road and Barker Road (CTH Y) is reasonably necessary to adequately promote public safety.
d. Resolution petitioning the Office of the Commissioner of Railroads for establishing a new public
pedestrian crossing of the SOO tracks west of Barker Road, at a location entirely within 25 feet from
the edge of the traveled way
Alderman Blackburn commented the distance away from the road is good and the facility is nice, but
recognizes the need to comply with the railroad rules.
Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve
the resolution petitioning the Office of the Commissioner of Railroads for establishing a new
public pedestrian crossing of the SOO tracks west of Barker Road, at a location entirely within
25 feet from the edge of the traveled way. Motion carried 5-0.
e. Snow and ice control policy
Alderman Blackburn asked if the mailbox replacement fee of $75 is enough. Mr. Grisa advised the fee
was raised from $50 to $75 four years ago.
Alderman Hallquist asked about the replacement mailbox the City will provide. Mr. Grisa said it is a
Black number 1 mailbox on a 4x4 post.
Motion by Alderman Scott Berg, second by Alderman Tom Szews to approve the snow and ice
policy. Motion carried 5-0.
f. Christmas tree pickup policy
Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the
Christmas tree pickup policy. Motion carried 5-0.

g. Lighted pedestrian crossing sign policy
Motion by Alderman Tom Szews, second by Alderman Chris Blackburn to approve the lighted
pedestrian crossing sign policy. Motion carried 5-0.
h. Neighborhood traffic calming policy
Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to approve the
neighborhood traffic calming policy. Motion carried 5-0.
i. Solid waste and recycling collection and disposal policy
Mr. Grisa indicated the words residential properties was added to the document to clarify the City does
not pickup commercial or industrial trash.
Motion by Alderman Scott Berg, second by Alderman Mike Hallquist to approve the solid
waste and recycling collection and disposal policy. Motion carried 5-0.
6. Adjournment
Motion by Alderman Chris Blackburn, second by Alderman Scott Berg to adjourn the meeting at
8:45 pm. Motion carried 5-0.
