MINUTES OF AN OFFICIAL MEETING Regular Meeting of: Board of Public Works Date and Time: Tuesday, April 9, 2024, at 7:00 pm Location: City Hall Council Chambers, 2000 North Calhoun Road, Brookfield WI Members Present: Alderman Rick Owen (Chairman), Alderman Christopher Blackburn, Alderman Scott Berg (Mayor Alternate), Alderman Mike Hallquist, Alderman Tom Szews Others Present: Director of Public Works Tom Grisa, City Engineer Dan Erickson, Highway Superintendent Dennis Friedrich, Transportation Engineer Jeff Jurgens Members Absent/Excused: Alderman Kris Seals (Alternate), Mayor Steven Ponto 4/9/2024 - Minutes 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:26pm. 2. Announcements a. The next regularly scheduled meeting is Tuesday, May 14, 2024 @ 7:00 pm 3. Approval of Minutes a. Minutes of the March 12, 2024, meeting Motion by Alderman Scott Berg, second by Alderman Mike Hallquist to approve the minutes of the March 12, 2024, Board of Public Works meeting. Motion carried 5-0. 4. Unfinished Business a. None 5. New Business a. 2023 Highway Statistics report Alderman Hallquist inquired if there were any anomalies, trends or patterns that would indicate a policy change the Board may want to consider. Mr. Friedrich responded there is nothing at this time. Alderman Blackburn asked if the snow removal cost will be significantly lower next year. Mr. Friedrich said yes but it will depend on snowfall for the rest of the year. Alderman Blackburn asked how the City determines if a tree should be taken down versus prune the tree. Mr. Friedrich responded that if more than 2/3 of the tree is down the City will take the whole tree down. It is also dependent on the health of the tree. Motion by Alderman Tom Szews, second by Alderman Mike Hallquist to approve the 2023 Highway Statistics Report. Motion carried 5-0. b. Award of the Microsurfacing project R-24-03 Motion by Alderman Chris Blackburn, second by Alderman Tom Szews to approve the award of the Microsurfacing project R-24-03. Motion carried 5-0. c. Consideration of additional funding for the 2024 Road Resurfacing program regarding the Clare Bridge subdivision Alderman Szews asked for clarification on if the $131,000 is a compromise, if the City had more funds would more work be completed. Mr. Grisa responded the $131,000 is what has been allocated to the existing program as bid. The Board is being asked if the Clare Bridge subdivision, which was not bid, should be put back in and have the contractor build it this year. There is $265,000 needed for the roads. Alderman Szews replied his overall understanding is that the City is underfunding the road repair/improvement. Mr. Grisa agreed. Motion by Alderman Mike Hallquist, second by Alderman Tom Szews to approve the additional funding for the 2024 Road Resurfacing program regarding Clare Bridger. The city will fund the work for Clare Bridge in the amount of $305,000, with $265,000 being funded from the excess savings on the microsurfacing bid and any other contingency/surplus from 2023 and $40,000 from the sanitary sewer manhole work. Motion carried 5-0. d. Dedication of Storm Sewer for Brookfield Storage Center at 17020 Pheasant Drive Motion by Alderman Chris Blackburn, second by Alderman Tom Szews to approve the dedication of Storm Sewer for Brookfield Storage Center at 17020 Pheasant Drive. Motion carried 5-0. 6. Adjournment Motion by Alderman Scott Berg, second by Alderman Chris Blackburn to adjourn the meeting at 8:22 pm. Motion carried 5-0.
