Call to Order. 5:33 Mr. Rodrigo Moreno calls the meeting to Order. 2.) Public Comment Period. No public comments. 3.) Discussion, Consideration and Action to approve the Minutes of January 20, 2021, of the Brownsville Border Film Advisory Commission Meeting. Mr. Rodrigo Moreno moves to approve, all in favor. Motion passes. 4.) Discussion, Consideration and Action to approve the Minutes of January 27, 2021, of the Brownsville Border Film Advisory Special Commission Meeting. Mr. Mauricio Saenz, Mr, Jesus Trevino seconds, all in favor. Motion passes. _____________________________________________________________________________________ 5.) Discussion, Consideration and Possible Action to create a Talent Directory on FilmBTX.com Mrs. Maria Rentrop asks the Film Commission how they would like to move forward in creating a Talent Directory, what will be the requirements for these individual actor profiles. Mr. Mauricio Saenz agrees. Mr. Rene Rhi will provide an example to build on. Mr. Mauricio Saenz suggests including resources— contacts for photographers to get headshots, reels and etc… Mr. Mauricio Saenz motions to approve, it is seconded by Mr. Rene Rhi and the motion passes. _____________________________________________________________________________________ 6.) Discussion, Film Incentives. Mrs. Maria Rentrop proposes BTX Community Film Incentive Program, still in development. • She shares the following guidelines: o Minimum qualified spend in Brownsville of $20,000 o Maximum qualified spend in Brownsville of $500,000 o 85% of cast & crew are Brownsville residents o At least one ATL position is a Brownsville resident o At least $100 a day for cast and crew wages o At least one of the key department heads has to be in the position for the first time o Demonstrate the Brownsville production budget is 100% financed o Submit a distribution plan o Show a Brownsville Border Film Commission screen credit o Supply five (5) production film stills o Grant access to ATL interviews and/or BTS footage o The production will produce the footage and deliver it to the BBFC or the BBFC will be allowed on set to produce BTS footage and conduct ATL interviews o Deliver an independent review from a licensed Brownsville CPA utilizing the agreed- upon procedures. Mr. Rodrigo Moreno suggests lowering the maximum qualified spend to $250,000 for this program and to remove the distribution plan requirement. Mr. Rene Rhi agrees. _____________________________________________________________________________________ 7.) CMD Director and Brownsville Border Film Commission Officer Update. Mrs. Maria Rentrop shares her update, a Jessica Epstein, with Frank Frankly TV has reached out interested in filming a documentary television episode, capturing experiences unique to Brownsville— this project has been coordinated with the assistance of Mr. Rene Rhi. Lastly, Mrs. Maria Rentrop shares the creation of the Brownsville Border Film Commission Facebook. Mr. Rene Rhi brings up how the Film Commission Members’ terms are nearly at an end, the Film Commission must prepare for renewal of members and/or accept applications for new members. _____________________________________________________________________________________ 8.) Adjournment 5:57 Mr. Rodrigo Moreno calls to adjourn. Mr. Mauricio Saenz motions to adjourn, Mr. Rene Rhi seconds.
