CITY OF BRUSH!
MINUTES OF THE FEBRUARY 23, 2015 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush Colorado met in regular session on February 23, 2015. Mayor
Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall.
The pledge of allegiance was given.
Present on roll call were: Mayor Chuck Schonberger
Councilor Jeanine Anderson
Councilor Rick Bain
Councilor Heath Becker
Councilor Kimberly Dykes
Councilor Vicky Quinlin
Councilor Mark Smith
Absent on roll call were: None.
Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Finance Director Joanne
Gosselink, Public Works Director Dale Colerick, Community Service Director Lance Schwindt, and City
Clerk Andrea Strand
MINUTES
The minutes of the regular meeting of February 9, 2015, and the special meeting of February 17, 2015,
were approved as submitted.
VISITORS AND DELEGATIONS
None.
MANAGEMENT
Award the Bid for 2015-2017 Park Concession Stand Operations
Director Schwindt stated that one bid was received for the 2015-2017 Park Concession Stand
Operations, by GV Concessions, LLC, of Brush. He added that they have done an excellent job.
Councilor Dykes offered a motion, seconded by Councilor Quinlin, to award the bid for the 2015,
2016 and 2017 Park Concession Stand Operations to GV Concessions, of Brush. The motion was
approved unanimously by roll call vote.

Award the bid for the 2015 Watrous Park Restroom Project
Director Schwindt stated that one bid was received for the 2015 Watrous Park Restroom Project by
Buildings By Design. This project had been bid twice last year but all bidders were higher that the
budgeted amount.
Councilor Quinlin offered a motion, seconded by Councilor Dykes, to award the bid for the 2015
Watrous Park Restroom Project to Buildings By Design of Brush in the amount of $68,107. The motion
was approved unanimously by roll call vote.
First Reading of Ordinance 829-15 An Ordinance Annexing property known As Lot 1 of
Farmland Minor Subdivision to the City of Brush Colorado, and Declaring an Emergency
Councilor Dykes Introduced Ordinance No. 829-15 An Ordinance Annexing property known As Lot 1 of
Farmland Minor Subdivision to the City of Brush Colorado, and Declaring an Emergency
Councilor Dykes offered a motion, seconded by Councilor Quinlin, to authorize the First Reading of
Ordinance 829-115 An Ordinance Annexing property knows as Lot 1 of Farmland Minor Subdivision to
the City of Brush, Colorado, and Declaring an Emergency and request to publish in full.
The motion was approved unanimously by roll call vote.
Downtown Revitalization Construction Project Phase 4 Bid Award was removed from the
agenda.

Councilor Quinlin moved, second by Councilor Anderson to approve City bills from February 9-23,
2015. The motion was approved unanimously by roll call vote.

STAFF REPORTS
Parks and Recreation
• Announced that the annual Saint Patrick’s Day 5k will be held on Saturday, March 14, 2015.
• Reported that staff is gathering information about resurfacing the tennis courts.
City Clerk
• The City will promote the Weigh and Win Project at noon on Wednesday, February 25, at East
Morgan County Hospital.
• Informed Council that staff has been gathering information on video streaming to provide at the
next work session.
City Administrator
• Informed Council that a recent water break at the City’s hanger at the airport caused damage to
the drywall and insulation.
• Received a call from Duck’s Unlimited and they are interested in a possible augmentation pond
at English Feedlot and pursuing grants.
• Waiting for the EMCO Recreation Board to meet and receive feedback from their members
concerning the Cityacquiring the assets and liabilities of the golf course.
MAYOR AND COUNCIL REPORTS
Mayor and Council along with Community Service Director Lance Schwindt, stated their appreciation
for the Joslin/Needham Foundation and Jack Petteys Foundation for support of the various projects in
the City of Brush and other area organizations.
Mayor Schonberger added that he would like to discuss a Code of Conduct at the next work session.
The February 23, 2015, meeting was adjourned at approximately 6:10 p.m.
