CITY OF BRUSH! MINUTES OF THE JULY 27, 2015 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on July 27, 2015. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Councilor Mark Smith Absent on roll call were: None. Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Police Chief Mark Thomas, Finance Director Joanne Gosselink, Marketing Specialist Tyler Purvis and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of July 13, 2015, were approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT Resolution No 2015-11 Coordinated Election IGA with Morgan County Clerk Strand presented Resolution No. 2015-11 along with an Intergovernmental Agreement with Morgan County and additional documents to participate in the November 3, 2015, Coordinated Election. Councilor Dykes moved, second by Councilor Smith, to approve Resolution No. 2015 approving the IGA with Morgan County to participate in the November 3, 2015 Coordinated Election. The roll call vote was unanimous. Council Proceedings – July 27, 2015 1 FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from July 13-27, 2015. The motion was approved unanimously by roll call vote. General Fund $ 80,184.50 Fire Equipment Fund $ 4,728.00 Water Fund $ 22,196.76 Trash and Garbage Fund $ 5,864.03 Waste Water Fund $ 18,044.72 Storm Water Fund $ 3,308.63 Golf Course Fund $ 44,213.75 Conservation Trust Fund $ 6,037.60 Community Enhancement Fund $ 805.00 Joslin Needham Fund $ 38,309.28 Payroll and Cafeteria $ 89,411.00 Payroll Liability $ 32,786.20 Disbursements Total $ 345,889.47 2014 Audit Finance Director Gosselink and City Auditor Scott Szabo provided an overview of the 2014 Financial Audit for the City of Brush at the Finance Committee Meeting with members of Council attending. Councilor Anderson moved, second by Councilor Dykes, to approve the 2014 Audit for the City of Brush. The roll call vote was unanimous. 2015 Budget Calendar Finance Director Gosselink presented the 2016 Budget Calendar for Council consideration. Mayor Schonberger asked for one change. He suggested the retreat be held on November 9. Councilor Quinlin moved, second by Councilor Dykes, to approve the 2016 Budget Calendar for the City of Brush with the change in the retreat date. The roll call vote was unanimous. STAFF REPORTS Finance Director Gosselink • Informed Council that she is requesting an energy audit with Xcel Energy on the golf course facilities. Council Proceedings – July 27, 2015 2 Police Chief Thomas • Reported that Officer Susanna Quintana has been moved to Investigations temporarily. Market Specialist Purvis • Reported that he attended a roundtable discussion on Aerospace businesses and how Brush could utilize the Brush Municipal Airport. City Clerk Strand • Read upcoming meeting and the 2015 Election Calendar. Administrator Torres • Reminded Council of the joint meeting on August 3 and August 31 concerning the Sign Code update. He encouraged them to review the documents previously sent to them with the changes to the Sign Code. • Reported that Morgan County was approved for a Presidential Declaration after the rain events in May and June. City staff will attend meetings to obtain more information. • Reported that the PUC approved the Quiet Zone at the railroad crossing on Clayton Street. The next requirement is a maintenance agreement with the railroad. • City staff will meet with a large employer who is interested in a business on Hospital Road. • Will meet with Morgan Community College this week about airport/educational partnerships. MAYOR AND COUNCIL REPORTS Mayor Schonberger • Received a letter from Helen McDaniel concerning the July 4 parade and water spraying. He will respond to her and also added that this was a Chamber function. Councilor Anderson • Attended the recent reception for retiring East Morgan County Library Executive Director Deb Johnson.
