CITY OF BRUSH! MINUTES OF THE JULY 13, 2015 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on July 13, 2015. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Councilor Mark Smith Absent on roll call were: Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Finance Director Joanne Gosselink, Assistant City Administrator Karen Schminke, Marketing Specialist Tyler Purvis and Deputy City Clerk Deanna Schwindt. MINUTES The minutes of the regular meeting of June 22, 2015, were approved as submitted. VISITORS AND DELEGATIONS Dan Kennedy of 514 Carson voiced concerns of a property next to him, 510 Carson. The property is overgrown with weeds, volunteer trees, grubs and it is damaging his property. Mayor Schonberger and Monty said they are working on such properties and will add it to the list as well as notify code enforcement to look at the structure to see if it is unsafe. MANAGEMENT Approve Final Payment of Schedule B – Hospital Road Water and Sewer Extension Project Finance Director Gosselink said notice was published in the Brush News Tribune on June 26, 2015, and nobody came forward with notice of liens. Finance Director Gosselink requested the funds to be approved for final payment. Councilor Anderson moved, second by Councilor Quinlin, to approve the final payment to Summers Construction for the Hospital Road Water and Sewer Extension Project. The roll call vote was unanimous. Council Proceedings – July 13, 2015 1 Naming of the Brush Municipal Golf Course Various names were discussed as what to name the Brush Municipal Golf Course. City Attorney Bo Chapin suggested having a work session after the meeting to decide on a name for the golf course. A motion was made by Councilor Becker, second by Councilor Bain. Resolution Concerning the Designated Signatory Authority for Equitable Savings Finance Director Gosselink presented a Resolution Designating the Signatory Authority for Equitable Savings and Loan. Councilor Bain moved, second by Councilor Smith to approve the Resolution Designating the Signatory Authority for Equitable Savings and Loan. The Resolution was approved unanimously. Councilor Dykes abstained from voting because she is the branch manager for Equitable Savings and Loan. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from June 22- July 13, 2015. The motion was approved unanimously by roll call vote. General Fund $ 121,005.10 Capital Reserve Fund $ 9,520.12 Water Fund $ 15,792.23 Trash and Garbage Fund $ 16,132.73 Waste Water Fund $ 18,996.78 Storm Water Fund $ 3,879.19 Golf Course Fund $ 30,838.05 Conservation Trust Fund $ 20,633.33 Community Enhancement Fund $ 3,442.91 Payroll and Cafeteria $ 91,837.52 Payroll Liability $ 48,624.09 Disbursements Total $ 380,701.72 STAFF REPORTS Finance Director Gosselink • The audit will be presented at Finance Committee on Monday, July 27, 2015 @ 5:30 pm. by Scott Szabo. All councilors are welcome to attend. Council Proceedings – July 13, 2015 2 Market Specialist Purvis • Business owners concerned about properties around town and also questions about the English Feedlot and what developments are being done. Also announced that it was Parks and Rec week. Deputy City Clerk Schwindt • Read upcoming meetings Assistant Administrator Schminke • Reminded home owner about various home improvements projects going on and they must obtain a permit. Administrator Torres • Attended CML meeting on July 13, 2015. The topic concerned the BNFS railroad and UP railroad. Discussed issues the City of Brush has such as blocked crossing, quiet zone, storm water crossings and bridge east of town. Also discussed railroad expansion sites for the area. MAYOR AND COUNCIL REPORTS • Mayor Schonberger handed out candy at the 4th of July parade. Councilor Quinlin voiced concerns of people throwing water balloons at riders on the floats.
