CITY OF BRUSH!
MINUTES OF THE SEPTEMBER 28, 2015 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on September 28, 2015.
Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at
Brush City Hall. The pledge of allegiance was given.

Councilor Kimberly Dykes
Councilor Vicky Quinlin
Absent: Councilor Mark Smith
Also present were City Attorney Bo Chapin, Finance Director Joanne Gosselink, Public Works
Director Dale Colerick, Community Service Director Lance Schwindt, Fire Chief Tad Anderson,
Marketing Specialist Tyler Purvis and City Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of August 24, 2015, and the minutes from the August 31,
2015, joint City Council/Planning Commission meeting were approved as submitted.
VISITORS AND DELEGATIONS
None.
MANAGEMENT
Police and Fire Department Radio Purchase
Finance Director Gosselink presented a request to purchase radios for the police and fire
departments. Both departments are mandated to convert to a 700-800 frequency and have
been presented a 15% discounted rate from Motorola. Total savings would be $29,965.
Councilor Dykes moved, second by Councilor Anderson, to approve the purchase of radios for
the police and fire department. The roll call vote was unanimous.
Councilor Bain thanked City staff for saving money and researching the options for this
purchase.

City Disbursements
Councilor Quinlin moved, second by Councilor Dykes to approve City bills from September 14-
28, 2015. The motion was approved unanimously by roll call vote.

2016 BUDGET LINE ITEMS PRESENTED BY DEPARTMENT HEADS
Line item requests for consideration in the 2016 Budget were presented by Department
Directors. Finance Director Gosselink stated that a preliminary budget would be presented at
the October 12, 2015, council meeting and capital outlay projects would be presented at the
October 26, 2015, council meeting.
STAFF REPORTS
Finance Director Gosselink
• Reported that the City received a recycling rebate in the amount of $854.77.
Police Chief Thomas
• Announced a new police officer has started, his name is Jacob Kries.
• The police department received 96 pounds in drugs at their recent Drug Take-Back
program held with Equitable Savings and Loan.
Marketing Specialist Purvis
• Thanked everyone for their participation in the Oktoberfest event.
• The City has leased the English property to Sterling Construction who is installing the
Magellan pipeline through Morgan County.
Public Works Director Colerick
• Reported that the Quiet Zone construction will begin October 5th.

Fire Chief Anderson
• Reported that the department received a $36,463 AFG Grant from Homeland Security
for extradition equipment.
• Provided drawings for the proposed fire department building. He would like for City
Council and the Rural Fire Board to meet as the DOLA grant cycle closes in December
2015.
City Clerk Strand
• Read upcoming meetings and announcements.
• Reminded everyone to register vote in the upcoming, November 3, 2015, Coordinated
Election which will be conducted by mail ballot.
MAYOR AND COUNCIL REPORTS
Mayor Schonberger
• Thanked City staff for work on Oktoberfest.
• Colorado Mission of Mercy will be back for a dental clinic in June of 2016.
Councilor Anderson
• Announced Rotary will be holding a 5K event on Saturday, October 17 to benefit the End
Polio Campaign.
• The East Morgan County Library has two seats open on the Board. The board will meet
at 5:30 p.m. on October 14.
• She thanked Eben-Ezer and the City of Brush for their assistance with the community
garden.
