CITY OF BRUSH! MINUTES OF THE OCTOBER 26, 2015 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on October 26, 2015. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Absent: Councilor Mark Smith Also present were Police Chief Mark Thomas, City Attorney Bo Chapin, Finance Director Joanne Gosselink, Public Works Director Dale Colerick, Assistant Administrator Karen Schminke, Fire Chief Tad Anderson, Marketing Specialist Tyler Purvis and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of the October 12, 2015, City Council meeting was approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT Final Settlement with Buildings by Design Concerning Watrous Park Restroom Project Finance Director Joanne Gosslink presented the request for Final Settlement with Buildings by Design for the completion of the Watrous Park Restroom Project. The Notice for final settlement was published in the Brush News Tribune. Councilor Dykes moved, second by Councilor Anderson, to authorize the final payment to Buildings by Design for construction of the Watrous Park Restroom Project The roll call vote was unanimous. Council Proceedings –October 26, 2015 1 Golf Course Restaurant and Bar Staffing Community Development Director Lance Schwindt informed Council that five people had been interviewed to operate the restaurant and bar. All five showed interest in the operations but because of the lack of financial history in the business did not want to lease the facility without the history. Staff felt that if an operator could be hired on a nine month contract basis, that in seven months a lease could be negotiated. Councilor Quinlin moved, second by Councilor Dykes, to authorize City staff to hire required staff to operate and manage the golf course restaurant and bar. The roll call vote was unanimous. Update on Fire Department Building Administrator Torres reported that he had received information from Roger Holter that the Brush Rural Fire Protection District was unable to go with a 50/50 share of a new fire department building. The appointed committee met and discussed alternative options. Rex August was going to contact the Board for a special meeting to discuss the options identified. Mayor Schonberger stated that a letter was provided to each Council member from the Brush Rural Fire Protection District, dated October 22, 2015. Councilor Bain thought an executive session would be helpful to hear the details. Administrator Torres asked if Council was available Thursday, October 29th at 6:00 p.m. for a special meeting. He felt it would be best to see if Rex August is able to discuss the options with the Board. A meeting may be scheduled if needed. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Dykes to approve City bills from October 12-26, 2015. The motion was approved unanimously by roll call vote. General Fund $ 31,649.43 Water Fund $ 10,120.64 Trash and Garbage Fund $ 1,427.90 Waste Water Fund $ 11,386.46 Storm Water Fund $ 1,465.25 Golf Course Fund $ 30,424.60 Conservation Trust Fund $ 7,343.90 Community Enhancement Fund $ 145.25 Payroll and Cafeteria $ 67,727.96 Payroll Liability $ 28,769.84 Disbursements Total $ 190,461.23 Council Proceedings –October 26, 2015 2 2016 BUDGET CAPITAL IMPROVEMENT REQUESTS SUBMITTED Directors provided their 2016 Capital Improvement Requests to City Council. After the presentation Monty added that all of the requests would be placed in a spread sheet and he and Joanne would reduce the requests to fit the budget, using the priorities Council had previously identified. Council would then have the ability to make changes or recommendation to the final budget. These would be discussed in the Council Budget Retreat set for November 9, 2015, at 6 p.m. STAFF REPORTS Chief Thomas • Reminded everyone to use safety precautions for Halloween. If anyone is suspicious of candy, bring it to the police department. Assistant Administrator Schmink • Distributed a sign code handout, she added that Brush will receive positive press on their recent adoption of sign code regulations. Marketing Specialist Purvis • Christmas Season is approaching, he is working with the Chamber to promote local shopping. Community Service Director Schwindt • The City received $41,100 from Petteys Foundation for the kitchen and sprinkler system at the golf course. He thanked the foundation. Public Works Director Colerick • Quiet Zone is progressing. • Fall leaves are being accepted by bagging with your normal trash. Fire Chief Anderson • Attended Fire Chief conference. Clerk Strand • Reminded everyone to vote in the mail ballot election. Administrator Torres • A special meeting may need to be held this week for discussion on the fire department building. Thursday, October 29 was best for all. MAYOR AND COUNCIL REPORTS Mayor Schonberger thanked the Petteys Foundation for their contributions to the golf course.
