CITY OF BRUSH! MINUTES OF THE NOVEMBER 9, 2015 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on November 9, 2015. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Councilor Mark Smith Also present were City Administrator City Attorney Bo Chapin, Assistant Administrator Karen Schminke, Assistant Fire Chief Ray Uhrick, and Deputy City Clerk Deanna Schwindt. MINUTES The minutes of the regular meeting of the October 26, 2015, City Council meeting and the October 29, special meeting were approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT Ordinance No 837-15 An Ordinance Authorizing Alcoholic Beverage Tasting Pursuant to C.R.S. 12-47-301(10) and Declaring an Emergency. Deputy City Clerk Deanna Schwindt read Ordinance No. 837-15 by title, requesting by staff for council to approve Ordinance No. 837-15 for first reading. Councilor Dykes moved, second by Councilor Smith, to approve on first reading an Ordinance Authorizing Alcoholic Beverage Tasting Pursuant to C.R.S. 12-47-301(10) and Declaring an Emergency. The roll call vote was unanimous. Grant Application for the Fire Department Building City Administrator Monty Torres stated the fire department wants to obtain a grant from DOLA for the construction of the new fire hall and asked for council to approve the application of the grant so the project can move forward. Councilor Bain moved, second by Councilor Smith, to authorize City staff to complete a grant application for the repair and construction of a new fire department building. Council Proceedings –November 9, 2015 1 The roll call vote was unanimous. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Dykes to approve City bills from October 12-26, 2015. The motion was approved unanimously by roll call vote. General Fund $ 51,762.44 Water Fund $ 6,583.08 Trash and Garbage Fund $ 1,563.38 Waste Water Fund $ 10,674.72 Storm Water Fund $ 982.90 Golf Course Fund $ 6,080.15 Community Enhancement Fund $ 1,406.77 Payroll $ 61,353.82 Payroll Liability $ 36,805.84 Disbursements Total $ 207,448.10 STAFF REPORTS Assistant Fire Chief Ray Uhrick • Discussed Colorado offering a grant for replacement of airpacks and would like to apply. • Discussion of a lease/option for construction of new fire hall, and having a pre-bid meeting for contractors. • Tad and Joanne working on a letter to the energy companies for donations to the project. Deputy Clerk Schwindt • Announced the Coordinated Election Results; Marlene Baker for Ward 1, Vicky Quinlin for Ward 2 and Heath Becker for Ward 3. Administrator Torres • Reminder of Budget Retreat at 5:30 pm on 11/10/2015 and it will be potluck. Also went over a few pages of the budget for council to review prior to meeting.
