CITY OF BRUSH!
MINUTES OF THE DECEMBER 14, 2015 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on December 14, 2015.
Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at
Brush City Hall. The pledge of allegiance was given.

Absent: Councilor Vicky Quinlin
Councilor Mark Smith
Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Finance Director
Joanne Gosselink, Assistant Administrator Karen Schminke, and City Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of the November 23, 2015, were approved as corrected.
Special meeting of November 30, 2015, and special meeting of December 7, 2015, were
approved as submitted.
VISITORS AND DELEGATIONS
None.
MANAGEMENT
Second and Final Reading of Ordinance No. 838-15, An Ordinance Annexing Certain
Unincorporated Lands Located in SE1/4 of Section 33, and SW1/4 of Section 34,
Township 4 North, Range 56 West of the 6th Principal Meridian, Morgan County,
Colorado, to the City of Brush, Colorado.
Councilor Dykes moved, second by Councilor Anderson, to adopt and publish by title only,
Ordinance No. 838-15, An Ordinance Annexing Certain Unincorporated Lands Located in SE1/4
of Section 33, and SW1/4 of Section 34, Township 4 North, Range 56 West of the 6th Principal
Meridian, Morgan County, Colorado, to the City of Brush, Colorado. The roll call vote was
unanimous.

First Reading of Ordinance No. 840-15 An Ordinance Approving the Leases of Certain
Real Estate Owned by the City of Brush for Terms of Five Years
Administrator Torres presented the Ordinance and explained that staff had initiated the bid
process for leasing the various farms owned by the City. Bid information was sent to all the
current tenants and an ad was placed in the Brush News Tribune.
Councilor Anderson Introduced and moved, second by Councilor Dykes, to adopt on first
reading an Ordinance No. 840-15 Approving the Leases of Certain Real Estate Owned by the
City of Brush for a Term of Five Years and publish in full. The roll call vote was unanimous.
Recycling Agreement
Councilor Dykes moved, second by Councilor Anderson to approve the Recycling Agreement
between the City of Brush and Morgan County. The roll call vote was unanimous.
FINANCE
Finance Public Hearing 2016 Budget
Mayor Schonberger opened the public hearing at 6:08 p.m. to hear comments on the proposed
2016 Budget.
Finance Director Gosselink stated that the amount received from the Highway User’s Tax Fund
for 2015 was $142,000 and was used to defray costs of street maintenance. The budgeted
amount from the Highway User’s Tax Fund for 2016 is $142,000. She added that there had
been several opportunities for public input during the Budget process. A public hearing was held
on September 28, 2015 where department heads presented line item requests. October 12,
2015, the proposed budget was presented. October 26, 2015, a public hearing was held and
department heads presented capital improvement requests. A budget work session was held
on November 10, 2015.
There was no one present from the public to provide comments. Mayor Schonberger closed the
public hearing at 6:10 pm.
Resolution No. 2015-18 Adopt The 2016 Budget
Councilor Dykes offered a motion to approve Resolution No. 2015-18
A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND, AND
ADOPTING A BUDGET FOR THE CITY OF BRUSH, COLORADO FOR THE CALENDAR
YEAR BEGINNING ON THE 1ST DAY OF JANUARY 2016, AND ENDING ON THE LAST DAY
OF DECEMBER, 2016.
Her motion was seconded by Councilor Anderson and carried unanimously by roll call vote.

Resolution No. 2015-19 Appropriating Funds
Councilor Dykes offered a motion to approve Resolution No. 2015-19.
A RESOLUTION APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS AND
SPENDING AGENCIES, IN THE AMOUNTS AND FOR THE PURPOSES AS SET FORTH
BELOW, FOR THE CITY OF BRUSH, COLORADO, FOR THE 2016 BUDGET YEAR.
Her motion was seconded by Councilor Anderson and carried unanimously by roll call vote.
Resolution No. 2015-20 Set Mill Levy
Councilor Dykes offered a motion to approve Resolution No. 2015-20.
A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2016 TO HELP
DEFRAY THE COSTS OF GOVERNMENT FOR THE CITY OF BRUSH, COLORADO, FOR
THE 2016 BUDGET YEAR.
Her motion was seconded by Councilor Anderson and carried unanimously by roll call vote.
City Disbursements
Councilor Dykes moved, second by Councilor Anderson to approve City bills from November
23-December 14, 2015. The motion was approved unanimously by roll call vote.

STAFF REPORTS
Finance Director Gosselink
• Reported that she is working with John McGinn, water consultant, on the revised water
rates and it may be February before they are ready to introduce.

Assistant Administrator Schminke
• Presented an award from the American Concrete Pavement Association that the City of
Brush recently received for the construction of Hospital Road.
• Reported that she recently submitted the application for Tree City USA.
• Stated that the recent Sign Regulations adopted by the City of Brush continue to get
recognition.
City Clerk Strand
• Announced upcoming meetings and announcements.
Administrator Torres
• Announced that the golf course restaurant is open.
• Distributed an informational item from Morgan County Economic Development
concerning energy and fracking.
• Attended an educational training on industrial hemp.
• Reminded everyone to clear their sidewalks of snow within 24 hours of a snow event,
best to place the snow on the grass and not into the street.
MAYOR AND COUNCIL REPORTS
• Councilor Bain thanked Chef Bill Wentworth for the tour of the newly remodeled
restaurant at the golf course
• Mayor Schonberger stated how efficiently the 2016 Budget had been adopted and
reminded staff and council to expand on presentations to provide information to the
public.
• Councilor Anderson shared items from the East Morgan County Library District. She
also shared information about a Rotary exchange student from Turkey, named Naz and
encouraged everyone to meet her.
