CITY OF BRUSH! MINUTES OF THE JUNE 13, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on June 13, 2016. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Absent: None. Also present were City Administrator Monty Torres, Assistant City Administrator Karen Schminke, City Attorney Robert Chapin, Finance Director Joanne Gosselink, Police Chief Travis Anderson, Municipal Judge Steve Jones and Clerk Andrea Strand. MINUTES The minutes of the regular meeting of May 23, 2016, were approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT Second and Final Reading of Ordinance No. 847-16, An Ordinance Adopting An Amendment To Chapter 16 of the Brush Municipal Code Concerning Temporary Workforce Housing Motion by Councilor Quinlin, second by Councilor Anderson to approve for publication by title only on second reading, Ordinance No. 847-16, An Ordinance Adopting An Amendment To Chapter 16 of the Brush Municipal Code Concerning Temporary Workforce Housing. It passed unanimously by roll call vote. Ratify Morgan County Inter-Governmental Agreement – Rosewood Surety Funds Motion by Councilor Bain, second by Councilor Quinlin to ratify the Inter-Governmental Agreement for Rosewood Surety Funds between the City of Brush and Morgan County. It passed unanimously by roll call vote. Council Proceedings – June 13, 2016 1 Engagement Letter for Special Counsel for Land Use Expertise Administrator Torres explained that special counsel would be used in the event that the City moved forward with a large annexation project. Motion by Councilor Becker, second by Councilor Quinlin to approve the engagement letter between the City of Brush and Murray Dahl Kuechenmeister & Renaud LLP as special counsel for land use expertise. It passed unanimously by roll call vote. Loves Subdivision Improvement Agreement Motion by Councilor Anderson second by Councilor Dykes to approve the Improvement Agreement for Loves Subdivision as presented by Assistant Administrator Schminke. It passed unanimously by roll call vote. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Dykes to approve City bills from May 23 - June 13, 2016. The motion was approved unanimously by roll call vote. General Fund $ 100,005.12 Capital Improvement Fund $ 34,769.10 Fire Equipment Fund $ 14,155.00 Capital Reserve Fund $ 17,495.00 Water Fund $ 31,463.24 Trash and Garbage Fund $ 8,450.92 Waste Water Fund $ 10,770.12 Storm Water Fund $ 145,614.13 Golf Course Fund $ 19,523.52 Conservation Trust Fund $ 16,000.00 Community Enhancement Fund $ 2,685.00 Joslin Needham Fund $ 26,654.73 Payroll and Cafeteria $ 74,222.50 Payroll Liability $ 40,168.48 Disbursements Total $ 541,976.86 Councilor Anderson pointed out that the City had paid out $577,000 to J2 Construction. Staff Reports Finance Director Gosselink • Reported that auditors have been here this week and will present the 2015 Audit at the second meeting in July. Council Proceedings – June 13, 2016 2 Police Chief Anderson • Code Enforcement has been working weeds. A warning is issued then 10 days to comply. • He has been meeting with community members. • Staff has been working on evidence lockers. City Clerk Strand • Read upcoming meetings and events Administrator Torres • Reported that the Downtown Project is moving forward. The contractor has been asked to notify downtown businesses 30 days prior to working in the downtown area. • English Feedlot clean-up will beginning. • Tyler submitted a re-use study grant for the English Feedlot. • City crews are installing bike racks and benches downtown. • The grant for the Mill Street project is progressing. Mayor and Council Councilor Anderson • Received a complaint that the restaurant at the golf course is not open on Monday’s and after brunch on Sundays - concerns of serving liquor and no food. Administrator Torres added that there was a limited menu at those times. • Concerns of mosquitos and abatement. She had a container of mosquitos she had trapped to display. Mayor Schonberger • Reported that a DOLA Main Street Grant had been awarded in the amount of $10,000, this is the third year the City of Brush has received this. • Announced that the Colorado Mission of Mercy Dental clinic will be held in Brush on June 17 and 18. He thanked the Brush School District and City of Brush staff for their assistance with this project. Councilor Quinlin • Announced that July 2nd will be the Ron Prascher Dasher fun run starting at Beaver Valley and ending at the golf course. Classes are encouraged to form teams and a traveling trophy will be given. Appointment to Historic Preservation Board Councilor Bain moved, second by Councilor Quinlin to appoint Dan Scalise to the Historic Preservation Board. It was approved unanimously by roll call vote.
